About the Indiana Office of Energy Development (IOED):

The Indiana Office of Energy Development (OED) was established to shepherd the state’s energy plan. OED focuses on the development and implementation of comprehensive energy planning for the state that utilizes all of Indiana’s energy resources and supports a strong, dynamic, and growing economy. OED strives to be a national leader in the creation of innovative policy solutions and programs for affordable, reliable energy.

Role Overview:

The Grants Director oversees the Grants Division, which is generally responsible for researching, developing programs and associated materials, promoting the grant programs, and managing awarded State and Federal grant programs that support the agency's goals. As the subject matter expert on federal financial assistance regulations and special terms and conditions of awards, you will as a technical grant resource for the agency, providing training and other support to staff on grant program matters, along with resolving grant program needs and issues.

The Grants Director ensures that:

  • All agency grant programs and associated projects awarded by the Indiana Office of Energy Development.
  • Grants are developed and executed in alignment with agency goals and monitor the prudent management of grant funding.
  • Awarded grants and associated projects are completed on time, within budget, and under full compliance of applicable federal and state laws, rules, regulations, and agency policies.
  • Applications, reports, and compliance filings are completed in a timely manner as required by the agency, including reports from agency contractors and subrecipients.
  • Contractor and subrecipient work is monitored and reviewed for performance.
  • Reimbursements are accurately disbursed and objectives are fulfilled.

The Grants Director also leads the review, update, and creation of agency policies and procedures related to grant programs.

This is an onsite role in the IOED offices at the Indiana Government Center in Indianapolis, Indiana.

Salary:

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.

A Day in the Life:

Responsibilites include:

  • Lead and oversee the agency grant programs, including the full end-to-end program administration, also known as a “cradle-to-grave” grant management cycle that includes proposal development and application, award management, performance tracking, and project close out.
  • Serve as the agency liaison to federal project officers and financial assistance staff, providing strong and effective collaboration and communication to ensure compliance with federal regulations and to advocate for state interest as needed.
  • Propose, develop, and promote agency grant and subgrant programs in alignment with state and agency goals and priorities.
  • Lead and develop the Grants Division staff to serve as subject matter experts in the grant programs, financial assistance regulations, and related state and agency procedures. Grant staff may serve as an agency representative in promoting the grant programs.
  • Advise agency leadership and cross-collaborate with division directors on the execution and management of grant funding to advance agency goals, ensure strong fiscal stewardship, and increase agency outreach.
  • Oversee the development of funding opportunities for subgrant programs and professional services contracts, including application forms, instructions, and communication materials. Includes oversight of scoring received proposals and management of selected awardees.
  • Manage stakeholder relationships related to awarded subgrants and contracts. Support grant staff to serve as primary liaisons to recipients of funding, including coordinating pre-award negotiations, conducting routine meetings and reviews for performance tracking, and ensuring compliance with federal and state reporting.
  • Lead and manage agency compliance with all grant program requirements at the federal and state level, including monitoring, reporting, and training of those awarded by the agency.
  • Manage agency grant budgets and monitor subrecipients’ project budgets, including reviewing total allowable costs under the grants, reviewing reimbursement requests for compliance with federal and/or state requirements, and ensuring grant dollars are administered appropriately.
  • Oversee the agency grant program reporting of both quantitative and qualitative data to the Department of Energy. Coordinate with agency staff to ensure accuracy and to highlight agency goals, objectives, and priorities.
  • Oversee all applicable desktop and/or field monitoring activities, which include travelling throughout the state to monitor projects (when applicable), preparation of written monitoring reports, closeout reports, and communication with subgrantees and contractors.
  • Collaborate with agency staff on communications strategies and social media outreach related to funding opportunities.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Credentials:

  • Bachelor’s degree required, public administration or related field preferred.
  • Experience in government policy, financial assistance, and/or grant management, particularly federal or state grant management required.
  • Project Management Professional (PMP) or similar certifications strongly preferred.
  • Knowledge and experience with federal grant management, including the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) strongly preferred.
  • Understanding of contracting, grant recipient, sub-recipient reporting requirements strongly preferred.
  • Managing project budgets and timelines strongly preferred.
  • Familiarity with the U.S. Department of Energy Performance and Accountability in Grants for Energy (PAGE) program a bonus.
  • Knowledge of energy sector a bonus.

Additional qualifications:

  • Superb written and verbal communication skills and the ability to communicate effectively with diverse populations of federal, state, and local employees, elected officials and more.
  • Superb organizational skills and ability to simultaneously manage multiple projects and adapt to different projects and/or tasks.
  • Must be willing to travel regularly around the state. Overnight travel may be required.
  • Ability to maintain confidentiality.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
