Program Specialist

The Family Support Division is seeking a Program Specialist to support the Income Maintenance Quality Control Department. The base will be dependent on the applicant selected and office capacity. All internal applicants are encouraged to apply as there may be alternate office space available. Travel will be required to attend meetings, trainings, and other official functions. Responsibilities Support the Supplemental Nutrition Assistance Program (SNAP) Quality Control and MO HealthNet Quality Control programs through case review, data analysis, and collaboration with program staff. Assist management in ongoing Quality Control process improvements, including reviewing cases, training staff, analyzing program data, and monitoring the implementation of State and Federal regulations governing Income Maintenance programs. Contribute to the development, implementation, and monitoring of corrective action plans to address identified issues and improve program accuracy. Review, interpret, and analyze Federal and State regulations, providing clear recommendations to management regarding program impacts and required actions. Prepare, analyze, and interpret systematic reports generated through SNAP QCS to identify trends and support decision‑making. Develop memorandums, training materials, and communications to inform field staff of error trends, policy updates, and corrective actions. Coordinate and respond to audits, reviews, and compliance inquiries to ensure program integrity and adherence to regulatory requirements. Provide support to the Quality Control Program Manager as needed. Complete additional tasks as assigned to ensure efficient, effective, and compliant Quality Control operations. Qualifications Two or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System in the Missouri Department of Social Services; and possession of a high school diploma or proof of high school equivalency. OR A bachelor’s degree from an accredited college or university; and, Four or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants.

• 24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)
• A master’s degree from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for two years of the stated experience.)
• Additional qualifying experience may substitute year-for-year for deficiencies in the required education.)

A timed writing exercise will follow the initial interview. Preferred Qualifications Ability to clearly communicate and interpret complex policy, procedures, and program requirements. Experience with SNAP and Medicaid Programs is preferred. Strong organizational skills with the ability to work independently and manage tasks and projects to completion. Excellent analytical, problem‑solving, and time‑management skills. Proficient verbal and written communication skills. Strong interpersonal skills with the ability to collaborate effectively within a team environment. Ability to adapt to changing priorities and achieve results in a dynamic environment.
