Management Analyst

Sonoma Superior Court

Under general direction, the Management Analyst provides analytical and administrative support to court leadership and is responsible for grant management and data-driven program planning and analysis. The Management Analyst serves as the Court's grant manager, pretrial release program coordinator, and collaborative courts manager, and serves as a liaison with the justice partners, local public entities, and the community. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the Assistant Court Executive Officer (ACEO). Exercises direct supervision over professional and administrative staff. Class Characteristics:This is a management classification responsible for planning, organizing, and managing the staff, operations and activities of Collaborative Courts and grant functions. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. This class is distinguished from the Assistant Court Operations Officer in that the latter is a member of executive management and has overall responsibility for all functions of Court wide operations.Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. * Identifies grant funding opportunities and prepares grant applications and program proposals. * Conducts data collection and analysis. Prepares and submits periodic statistical and written reports required by the Court, the state and other governmental entities. * Prepares contracts and procurement documents for granted funded projects and programs * Manages grant budgets and tracks program expenditures. * Attends policy and operational meetings and presents data to assist leadership in making operational and administrative decisions. Participates in various departmental and external task forces and advisory committees. * Serves as a liaison to justice partners, governmental agencies and non-governmental organizations. * Supervises grant-funded treatment coordinators/mental health diversion team. * Manages court's mental health evaluation referral panel (alienist list). Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, graduation from an accredited college or university with a bachelor's degree in public administration, business or a closely related field. Experience: Two years of full-time professional experience related to general administration, research, data analysis, grant management, and the preparation of written reports and recommendations. One year in a lead or advanced role strongly preferred. Licenses and Certifications: Possession of a valid California Class C driver's license and the ability to maintain proof of liability insurance in accordance with Court policy or the ability to utilize an alternative method of transportation when need to carry out job-related essential functions. Knowledge Of: * Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and project management. * Principles of project management; principles and practices of business and public administration. * Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures. * Principles and practices of leadership. * Principles and techniques for working with groups, consensus-building methods, and fostering effective team interaction to ensure teamwork is conducted smoothly. * Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility. * Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility. * Techniques and practices of grant writing and management, program management, research methodology, data collection and analysis. * Principles and practices of public agency finance, including general and governmental accounting, auditing and reporting functions. * Grant compliance and reporting requirements. * Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division. * Methods and techniques of preparing technical and administrative reports, and general business correspondence, preparing effective oral presentations and written materials. * Court and mandated safety rules, regulations and protocols. * Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. * The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. * Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Court staff. Ability to: * Plan, organize, oversee and manage the staff and operations of the Collaborative Courts program. * Develop and implement goals, objectives, practices, policies, procedures, and work standards. * Plan, organize, and conduct research, analysis and statistical studies related to various aspects of court operations and administration * collect, compile and analyze qualitative and quantitative data * Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner. * Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. * Evaluate and develop improvements in operations, procedures, policies, or methods. * Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. * Research, analyze, and evaluate new service delivery methods, procedures, and techniques. * Analyze, interpret, summarize, and present technical information and data in an effective manner. * Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports. * Effectively represent the assigned unit and the Court in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals. * Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. * Understand, interpret and explain laws, regulations and policies governing program/project operations. * Prepare complex narrative and statistical reports. * Exhibit highly effective written and verbal communication skills. * Establish and maintain effective working relationships with management, judicial officers, employees, justice partner representatives and the public in carrying out sound management policies. * Independently build expertise in unfamiliar subject areas or unfamiliar technology; * maintain confidentiality of information. * Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks. * Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. * Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. * Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
