Job Summary : The Zoning Administrator and Subdivision Agent administers and enforces county zoning and subdivision regulations, collaborates with legal counsel and county officials to draft and interpret land use ordinances, and provides guidance to property owners, developers, and the public to ensure compliance. The ideal candidate will also be skilled in collaborating with elected officials and administration to develop clear, practical, and technically sound ordinances. Essential Duties & Functions Administer and enforce zoning and subdivision regulations; interpret ordinances, review development applications, conduct site inspections, and oversee Zoning Division staff Serve as Subdivision Agent by reviewing and approving plats, divisions, and related requests; manage variances, appeals, and bonding for required improvements Support zoning enforcement by investigating violations, coordinating with legal and law enforcement staff, and testifying in court as needed Research, draft, and update land use ordinances in coordination with Planning staff, legal counsel, and external stakeholders; present recommendations to the Planning Commission and Board of Supervisors Prepare public notices, staff reports, and application materials for rezonings, special use permits, variances, and appeals when necessary Present cases at public hearings; meet with applicants, staff, elected officials, and community members; conduct site visits Collaborate on updates to the Comprehensive Plan and other long-range planning initiatives Provide outreach and education on zoning and subdivision regulations to professionals, organizations, and the public Deliver responsive customer service through in-person, phone, and written communication Perform other related duties as assigned Knowledge Principles and practices of zoning, subdivision, and land use regulation, including applicable federal, state, and local laws and procedures Government processes, public administration, and regulatory compliance Management and leadership principles, including planning, resource allocation, and staff supervision Skills Clear and effective verbal and written communication Analytical thinking and proven sound judgment Organization and time management, with the ability to manage competing priorities Strong interpersonal and customer service skills Abilities Interpret and apply ordinances, regulations, and legal standards Maintain accurate records and prepare reports and correspondence Use permitting systems and standard office software Navigate sensitive or challenging interactions with professionalism and tact Effectively lead and support a small team of land use professionals in a fast-paced, highly nuanced environment, fostering a positive workplace that encourages growth and development Regular work attendance is required Rockingham County is an Equal Opportunity Employer #J-18808-Ljbffr
