Floodplain Management Program Administrator

Responsible for administering the city's floodplain management program.

Illustrative examples of essential duties include:

• Preparing a checklist for plan reviewers to be consistent and apply code requirements
• Assisting in preparing and codifying Floodplain Management Regulations for the city
• Assisting in implementing the revised City's Flood Maps
• Assisting to revise the City Floodplain Management Regulations in 2016 to higher standards and resiliency
• Preparing Floodplain Management Variance Reports and Orders
• Attending Floodplain Management Board Meetings to assist the Board with flood technical issues and cases
• Coordinating with EMS to create Flood Emergency Guide
• Coordinating to improve the City's Community Rating System (CRS) Program
• Coordinating with GIS staff to create Flood Risk Maps to assist staff and residents to understand flood risks
• Assisting to create Floodplain Management Brochures to inform residents, tenants, and business/property owners about flood risk
• Assisting and preparing the annual Floodplain Management outreach letters and flyers throughout the city
• Participating in the city's outreach meetings to inform residents about flood risks
• Visiting homes and businesses in the city to assist with the flood protection migration options and flood insurances
• Assisting to identify Flood Zone Determination on real estate MLS in Miami-Dade County
• Preparing and listing online available Elevation Certificate and Flood Proofing Certificate for properties in the city
• Assisting with annual review of the insurance Services Office (ISO) with regards to training and production data
• Performing related work as required

Minimum requirements include:

• Bachelor of Science Degree in Civil Engineering, Architecture, Construction Management or equivalent. Registered Professional Engineer licensed in State of Florida Knowledge...
• OR Registered Architect licensed in State of Florida
• OR General Contractor with current Certificate of Competency from the Florida Construction Industry Licensing Board or from the Miami-Dade County Construction Trades Qualifying Board Five (5) years' experience in Civil Engineering, Engineering Inspection or related field
• Provisional Building Inspector and Plans Examiner certifications from the Florida Board of Code Administrators and Inspectors (BCAI) within ninety (90) days of appointment
• Standard Building Inspector and Plans Examiner from BCAI within twelve months of appointment
• Driver's License

Physical requirements include:

• Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact
• Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine
• No significant standing, walking, moving, climbing, carrying, bending, and kneeling
• Some crawling, reaching, handling, sitting, standing, pushing, and pulling

• Ability to establish and maintain effective working relationships with elected officials, coworkers, the press, the general public, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity, or sexual orientation.
• Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required.
• Ability to maintain regular and punctual attendance.
• Performs related work as required.
• Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.

• Ability to develop innovative and creative solutions to issues consistent with the City's strategic plan.
