Technical Writer

The Technical Expert and Outreach Specialist shall be responsible for supporting the Department of Buildings by developing and executing outreach strategies to engage the public in the code development process and by creating educational materials to inform stakeholders about the District’s updated Building Construction Codes. DUTIES AND RESPONSIBILITIES The contractor shall develop and implement outreach strategies to engage residents, builders, and stakeholders in the building code revision process. The contractor shall organize and facilitate public meetings, workshops, and forums to gather community input on proposed code changes. The contractor shall create educational materials and programs to inform the public about newly approved DC Building Construction Codes. The contractor shall collaborate with internal and external partners to ensure inclusive and accessible outreach efforts. The contractor shall translate complex code language into clear, understandable content for diverse audiences. The contractor shall maintain records of community feedback and incorporate insights into outreach planning. The contractor shall promote transparency and trust between the Department of Buildings and the community. The contractor shall monitor and evaluate the effectiveness of outreach initiatives and adjust strategies as needed. The contractor shall support the Department’s goals of improving code compliance and fostering community-informed development. The contractor shall provide weekly timesheets which must be signed by the Contract Administrator for approval. The contractor shall submit monthly status report as determined by management in concert with the Program Manager. The contractor shall perform other duties as required. Knowledge/Experience Experience in technical writing and community outreach, public engagement, or stakeholder relations, preferably in a government or nonprofit setting. Required2 years Working knowledge of the District of Columbia Municipal Regulations (DCMR) or comparable regulatory frameworks. Desirable1-2 yearsExperience developing and delivering public education campaigns or community engagement strategies. Required1-2 yearsStrong computer skills, including but not limited to, Microsoft Office 365. Excellent analytical skills to resolve problems and make recommendations.
