Department of Homeland Security (Agency Wide)

Summary

This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans (PLCY), Counterterrorism & Homeland Threats (CTHT).

The primary purpose of this position is to support the Biometrics and Identify Management Team within the Vetting and Threat Identification Unit.

Non-BU : This is a non-bargaining unit position.

Duties

Help

As a Policy Analyst, GS-0301-11, your typical work assignments may include:

  • Analyzing, developing, and reviewing a variety of technical reports submitted by DHS component and other agency officials that involve significant and complicated policy issues
  • Assist with developing and interpreting guidance on related Issues based on the situation or need, and uses judgment and discretion in determining intent, and interpreting and revising existing policy and regulatory guidance.
  • Identifying and analyzing policy challenges within DHS, the interagency, international organization, and foreign partners.
  • Analyzing and evaluating major aspects of substantive, mission-oriented operations and translates that into programmatic and policy recommendations.

Qualifications

Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 grade level in the Federal service, or private sector equivalent. For this position, Specialized Experience is defined as:
  • Analyzing and evaluating major aspects of substantive, mission-oriented operations or policies and translates that into homeland security policy recommendations;
  • Developing program goals, plans, objectives, and policies related to screening, vetting, watchlisting, intelligence, biometrics, identity management and/or related issues;
  • Identifying and developing policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives: AND
  • Providing policy advice to DHS leadership on policy matters in the homeland security portfolio.
OR
  • Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; OR
  • Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade ( examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job ). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions.
