Supervisory Program Analyst

This Supervisory Program Analyst position is located at the Executive Assistant Administrator's Office within Law Enforcement, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Carries out all first-line supervisory responsibilities which include assigning work and setting priorities; reviewing and evaluating the work and performance of subordinates including assuring production accuracy requirements are met; interviewing candidates and recommending and/or initiating appointment(s), promotion(s), or reassignment(s) actions for positions within the unit; approving leave requests; hearing and resolving complaints from employees. Identifying developmental and training needs of employees, providing or arranging for needed development and training; finding ways to improve production or increase the quality of the work directed; and developing performance standards.
• Evaluates existing program effectiveness and participates in the formulation and implementation of agency/division plans, programs, policies, and objectives utilizing advanced knowledge of both quantitative and qualitative methodology. Subsequently, performs complex research program analysis and identifies measurements and/or indicators of system or program performance levels.
• Resolves routine problems that typically impact the objectives of the team. Identifies, plans, organizes, and manages available resources to accomplish project/program activities, and makes optimal use of resources to complete activities within established schedules requesting additional resources as deemed appropriate.
• Conducts short-range and long range planning activities; sets programs and project priorities; develops budgetary justifications; and makes staff adjustments as deemed necessary based upon employee capabilities.
• Designs, leads, and conducts various complex and in-depth studies that guide leadership and influence workforce management decisions. Develops and implements new program performance systems or process improvement methodologies which further advance the goals of the division/branch. Recommends operational changes or alternative strategies to executive leadership conducive to changing or conflicting program requirements and/or program demands. Such programmatic functions ensure the efficiency of the division program planning process, efficacy of immediate and long-range plans, adherence of program requirements and budgetary constraints, and the branch's achievement of individual program mission and function(s).
