Master Mechanic III
This posting will be used to fill a current vacancy in the Fleet Management Division of the General Services Department within the City of Oklahoma City. An eligibility list will be established or supplemented for filling future vacancies per provisions of the American Federation of State, County and Municipal Employees (AFSCME) Collective Bargaining Agreement. The Master Mechanic III is primarily responsible for diagnosing and repairing heavy trucks and equipment, estimating repair costs, writing service orders, and providing other employees with on-the-job training related to heavy truck and equipment maintenance and repair.
This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.
Possession of a high school diploma, GED, or equivalent.
Possession of a valid Class A Commercial Driver License (CDL).
Possession of a current Automotive Service Excellence (ASE) Medium-Heavy Truck Master Mechanic Certification.
Knowledge of heavy truck and equipment operation, repair principles, methodologies, and techniques.
Skill in applying knowledge of heavy truck and equipment operation and repair principles, methodologies, and techniques to perform work on gasoline and diesel-fueled equipment.
Skill in diagnosing major and minor malfunctions of gasoline and diesel trucks and equipment.
Skill in diagnosing and repairing hydraulic and pneumatic systems malfunctions.
Skill in effectively relaying technical information to others, using tact and diplomacy.
Skill in maintaining accurate records.
Skill in providing employees with verbal instructions and physical demonstration of heavy truck and equipment repairs and maintenance.
Skill in reading and interpreting technical schematics, diagrams, and instructions.
Skill in using electronic diagnostic equipment and computer-based diagnostic software.
Ability to and skill in preparing accurate cost estimates for required repairs and services.
Ability and willingness to assume responsibility for work performed and decisions made.
Ability and willingness to train less experienced personnel.
Ability to weld and fabricate parts for the repair of vehicles and equipment.
Ability and willingness to learn and keep up-to-date on all required credentials related to the Master Mechanic III's areas of specialization.
Knowledge, skill, and ability to diagnose, service, and repair a broad range of vehicles and equipment, including but not limited to: heavy construction and earth-moving equipment (excavators, loaders, skid steer loaders, backhoes, tractors, road rollers, and pavement recyclers); medium- and heavy-duty trucks; dump trucks, including hydraulic, mechanical, and related systems; trailers and towing equipment; grapple trucks and mounted hydraulic attachments; land-clearing and vegetation management equipment (chippers, stump grinders, and mowers); snow and ice control equipment (salt spreaders, snowplows, and related systems).
Inside and outside regularly, and exposed to heat, cold, humidity, and rain.
Possibility of falls from working on and around slippery surfaces.
Possibility of body injuries such as sprains, fractures, deep cuts, or loss of body members.
Subject to working from ladders, platforms, or other equipment from four (4) to twelve (12) feet above floor or ground level.
Subject to working in confined or cramped positions and be required to assume awkward or strained positions.
Subject to working near moving machinery and power tools.
Exposed to intermittent or continued loud noises caused by machinery and other workers.
Possibility of injury to the body caused by burns or electrical shock.
Frequent to sustained exposure to fumes and gasses e.g., carbon monoxide. May require wearing of self-contained breathing apparatus.
Frequent exposure to noxious odors such as garbage trucks, animal control trucks, septic tank cleaning trucks, sewage line cleaning trucks, etc.
Possibility of severe electrical shock causing temporary respiratory and circulatory disturbance.
Occasionally exposed to infections caused by microorganisms.
Subject to working one of three, eight-hour shifts, and may be required to work holidays and overtime.
Frequent local travel.
Stamina enough to exert oneself physically throughout the working day.
Strength enough to lift, push, pull or carry objects weighing up to one hundred (100 pounds, such as machinery, parts, etc., with mechanical assistance.
Flexibility enough to bend, twist, and reach out to reach automotive parts and equipment when performing repair tasks.
Mobility enough to continuously move oneself from place to place.
Extreme arm-hand steadiness, manual and finger dexterity enough to use manual and power tools in the repair and maintenance of heavy truck and equipment parts and assemblies.
Near vision enough to read manuals, schematics, labels on parts boxes, etc., and to work on small parts and wires.
Visual color discrimination enough to accurately match color-coded wires, etc.
Hearing enough to determine location of sounds emanating from vehicle and equipment components and assemblies.
Hearing enough to discriminate among environmental sounds such as normal or abnormal engine, transmission, hydraulic system noises, etc.
An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 90 days from the date of the final selection procedure and will be used to fill future vacancies.
