Essential Job Functions

• Conducts more complex studies, research analysis, and investigates issues that directly affect commission, committee, and office directives, objectives and goals, policies, and other planning and evaluation activities.
• Conducts complex needs assessment studies and develops recommendations for comprehensive planning of services and activities, priority setting, and resource allocations.
• Establishes systems and methods of information and data collection, research designs and techniques; prepares and maintains data and statistical records related to assigned specific areas of study.
• Compiles, analyzes, evaluates, and prepares data required for commission, committee, and office directives, planning, and evaluation activities; develops recommendations based on analysis and evaluation of findings.
• Collects field data and information for use in planning and evaluation related studies; maintains and updates statistical records and reports for ongoing trend analysis.
• Provides information and recommendations to commission and committee members, executive directors, Board of Supervisors, County departments, and other agency representatives based on conducted research studies and analysis of information or data.
• Produce reports and make oral presentations to the commission, committees, community groups, and other agencies to explain study or project results, statistical summaries and findings.
• Communicate with other professionals to coordinate activities, exchange information and resolve technical issues or concerns related to planning and evaluation activities.
• Coordinates with commission or committee members and inter-agency representatives the scheduling of meetings and the conduct of various activities and assignments.
• Implements and monitors grant funded programs with responsibility for fiscal management, operations, evaluations, and administration.
• Attends meetings of the commission, committees, and workgroups and participates in discussion and formulation of recommendations to the Board of Supervisors.
• Assists commission or committee members in the preparation of commission or committee meetings and professional conferences by designing and developing presentations including statistical graphs and tables.
• Provides technical guidance and support to journey-level planning analysts in resolving issues related to studies, research, and investigations.
• Conduct or lead the most complex, difficult, and highly specialized assignments and research related studies that have Countywide impact and are highly sensitive, as needed.
• Engages different groups (community members, advocacy groups, and/or youths) in support of key priority areas.

Requirements

Requirements to qualify:

Option I: Four years' experience in a highly responsible staff capacity analyzing and making recommendations for the solution of problems of organization, program, systems, legislation, budget, personnel, or research and planning, at the level of the Los Angeles County class of Administrative Assistant III. - OR - Option II: One year's experience conducting studies and analyses and research activities for commissions or committees within the Executive Office of the Board of Supervisors and providing professional and technical guidance to commission or committee members at the level of the Los Angeles County class of Staff Analyst, Commission Services. Highly responsible staff capacity is defined as: Staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter. At the level of is defined as: You may still qualify even if your job title isn't exactly the same as the ones listed. What matters is that your experience is at a similar level - meaning your job involves similar organizational structure.

Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

License: A valid California Class "C" Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Desirable qualifications:

• A bachelor's degree or higher in Public Policy, Sociology, Political Science, and Criminal Justice or closely related field.
• Experience to conduct in-depth research using diverse methodologies within legal/policy reviews and analysis, resulting in actionable recommendations for resolving complex organizational or policy challenges.
• Experience independently performing research using various methodologies within literature reviews to develop recommendations on complex organizational or policy matters.
• Experience conducting independent research using multiple methodologies in data analysis and comparative analysis to provide recommendations on complex organizational or policy issues.
• Experience delivering oral presentations to discuss research or project outcomes, statistical summaries, and conclusions in a work environment.
• Experience authoring research reports, white papers, or other sophisticated written products that synthesize complex findings for commissioners, executive leadership, or other organizations.
• Experience participating in meeting planning, scheduling and coordination, as well as managing tasks, activities and assignments, interacting and collaborating with various constituents, Board Offices, commissions, advisory councils, community and advocacy groups, or various departments, organization, agencies.

Examination content: This examination will consist of an evaluation of Training and Experience based on application information, Desirable Qualifications, and Supplemental Information Questionnaire form, weighted 100%. Applicants must receive a passing score of 70% or higher on the assessment to be added to the eligible list. Applicants who passed the assessment are placed on a list in the order of their score group for a period of six (6) months. Applications will be processed as they are received and added to the list accordingly. We will use this list to fill vacancies in the Executive Office of the Board of Supervisors as they occur. Candidates who pass the assessment and meet the criteria identified in the supplemental questions will be placed on the Eligible list.
