Chief Human Resources Officer

Job Summary Travis County is looking for an experienced Chief Human Resource Officer to join the team. Eligible for telework; in-office as needed. In this role, you will serve as a strategic advisor and transformational leader responsible for delivering comprehensive Human Resources programs that directly support organizational effectiveness across the entire county. You will partner with elected and appointed officials, department heads, leadership teams, employees—including retirees—to provide expert consultation and tailored HR solutions aligned with organizational objectives and legal requirements. Duties and Responsibilities Advise and consult with elected and appointed officials, department heads, managers, and employees— including retirees—on decisions related to HR policies and operations, personnel actions, reorganizations, classification changes, recruitment, employee relations, discipline, benefits, risk management, and health and safety. Administer and direct comprehensive HR programs, services, and activities to maintain compliance with policies, procedures, and applicable laws. Approve and administer personnel actions for departmental staff, including staffing, development, coaching, and performance management. Develop, recommend, and implement HR policies, procedures, and practices in support of best‑practice and employment legislation. Plan, develop, and implement HR management programs, designing and evaluating initiatives to enhance operational processes and meet countywide needs. Analyze and recommend policies; prepare, organize, and direct projects using research, assessment, and cost‑benefit analysis. Collaborate on complex task forces and project‑focused workgroups that may include legal, purchasing, auditing, payroll, budgeting, labor union, HR, and employee representatives. Present technical information clearly and logically to Commissioners Court and other diverse audiences. Direct the administration of the total rewards program, classification, compensation, and performance management programs to support recruitment, development, and retention. Direct the administration of staffing, training, employee relations, and other programs in compliance with EEOC, FMLA, and other legislation. Direct administration of HR information system programs and services. Direct administration of group insurance benefits, wellness clinic, risk management, and ADA programs. Develop departmental strategic plans, work plans, projects, and programs; monitor workflow, budgets, and evaluations. Approve expenditures, manage the departmental budget, and oversee personnel and equipment resources. Perform other job‑related duties as assigned. Minimum Requirements Bachelor’s degree in Human Resources Management, Public Administration, Business Administration, or a related field plus eight (8) years of increasingly responsible HR experience, including four (4) years of mid‑to‑senior level supervisory or management experience. Valid Texas driver’s license. Preferred Qualifications Master’s/advanced degree (MBA, MPA, MA/MS in HR or related field) or a Juris Doctor (JD). Professional certification such as SPHR or PHR. Knowledge of SAP systems. Knowledge, Skills, and Abilities Comprehensive knowledge of HR management, supervisory principles, and current HR developments. In-depth understanding of federal, state, and local laws relevant to HR (e.g., Title VII, FLSA, ADA, FMLA, TPS, COBRA). Strong skills in customer service, relationship building, supervising, leadership development, collaboration, meeting management, change management, negotiation, and project coordination. Ability to develop, implement, interpret, and enforce HR policies and procedures, manage budgets, and use HRIS systems. Excellent written and verbal communication; ability to explain complex technical problems simply. Proficient in Microsoft Office and other software tools. Ability to manage multiple tasks, prioritize, and work under pressure while maintaining professionalism. Capability to mediate and resolve employee grievances at all levels. Work Environment & Other Information Physical requirements include the ability to lift 15–20 pounds occasionally, adequate visual acuity, speech and hearing, hand‑eye coordination, and manual dexterity required for computer use. The role may require standing, walking, climbing stairs, bending, stooping, kneeling, pushing, pulling, driving, and client/customer interaction, including occasional indoor/outdoor activities.
