Brief Job Description The position supervises a unit of caseworkers and clerical staff responsible for providing child protective services. The position oversees the unit in accordance with the Child Protective Services Handbook, Title III of the Texas Family Code, and the Minimum Standards of child placing agencies. The supervisor interacts routinely with clients, judges, attorneys, children, school personnel, and community partners. The role is fast‑paced, high‑energy, requiring daily assessment and decision‑making on child safety issues and permanency. It demands initiative, organization, and management of numerous tasks. Supervisors develop staff, ensure services to children, youth and families are timely, directed toward safety and wellbeing, and that plans of service are current. Essential Job Functions (EJFs) Plans and manages unit operations to achieve project goals and objectives for service delivery, monitoring caseloads, consulting with staff on case issues, approving leave, and holding unit meetings. Selects, manages, and develops staff through field visits, performance data review, conferences, training, and performance appraisal. Interprets program policy and procedures to unit staff, other agency staff, parents, children, youth, caregivers, courts, CASA, and stakeholders. Evaluates unit performance through case readings, computer reports, and observation of unit operations to ensure compliance with policy and service control requirements. Develops and maintains effective working relationships among Child Protective Services staff, boards, public, legal, medical, educational, and community resources. Makes casework decisions regarding removal and placement of children and works with attorneys on legal measures to initiate CPS cases. Performs other duties as assigned to maintain unit operations. Promotes, monitors, and ensures respect for cultural diversity. Attends work regularly in accordance with agency leave policy. Knowledge, Skills and Abilities (KSAs) Conservatorship knowledge and experience required. Knowledge of child development and family dynamics. Skill in effective verbal and written communication. Skill in establishing and maintaining effective relationships. Skill in problem‑solving techniques. Ability to operate a personal computer. Ability to travel and attend child and family visits, and other appointments after 5 pm. Ability to be on call on a rotating basis and work irregular hours. Ability to work in an emotion‑filled environment. Initial Screening Criteria Supervisor I : Bachelor’s degree and 3 years full‑time CPS experience, or 60 college credit hours and 4 years casework experience, or 90 credit hours and 3½ years, or current CJ Supervisor I. Supervisor II : Phase I CPS Specialist Certification plus Supervisor Certification, or current Supervisor II, or management position above Supervisor I with prior Supervisor II experience, or prior Supervisor II. Additional Information This position may be filled as a CPS Supervisor I or II. Salary may be adjusted based on education and experience. The role will be based at 9702 Bissonnet St., Houston, managing a mobile unit that requires using tablets while away from the office. New employees will receive a DFPS cellular phone.
