Position Overview
Vivo Healthstaff is seeking a qualified physician to serve as the Administrative Medical Director for a Tribal Government Fire Department in Arizona . This role provides administrative medical direction, clinical governance, and physician oversight for the department s emergency and non-emergency medical services .
Serving as a key clinical advisor to department leadership, the Medical Director will guide clinical quality improvement, protocol development, regulatory compliance, and provider education .
Note: This position is primarily administrative and consultative in nature and does not require routine direct field response or online medical control .
Key Responsibilities
Clinical Governance & Oversight

• Provide administrative medical oversight for all department paramedics and EMTs .
• Ensure EMS clinical operations comply with applicable Arizona Department of Health Services (AZDHS) regulations, regional EMS guidelines, HIPAA, and NEMSIS standards .
• Oversee annual paramedic skills verifications, provider onboarding, precepting, and credentialing processes .

Protocol Development & Quality Improvement (CQI)

• Conduct annual reviews and evidence-based revisions of EMS treatment protocols, standing orders, and clinical guidelines .
• Participate in regular CQI meetings and review high-risk, sentinel, or clinically significant EMS events .
• Evaluate system performance metrics including cardiac arrest outcomes, airway management, STEMI/stroke/sepsis identifications, and ALS/BLS resource utilization .

Training & Medical Education

• Guide clinical oversight for EMS continuing medical education (CME) and annual training requirements .
• Support curriculum development and instruction for specialized programs (e.g., AREST, PEPP, PHTLS) .
• Participate in quarterly EMS crew-based training sessions .

Regulatory & Operational Advisement

• Provide DEA licensure oversight and consultation for controlled substance management and diversion prevention policies .
• Advise leadership on EMS equipment, technology, and electronic patient care reporting (ePCR) clinical documentation standards .
• Collaborate with Tribal Health and Human Services (HHS) and regional healthcare partners on public health, behavioral health, and emergency preparedness initiatives .
• Represent the department in regional committees, including Valley Medical Directors and the Regional Operational Consistency Committee (ROCC) .

Candidate Qualifications
Required Qualifications

• Education: Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) degree from an accredited institution .
• Licensure: Active, unrestricted license to practice medicine in the State of Arizona .
• Certifications: Active DEA registration and Board Certification in Emergency Medicine .
• Experience: Minimum of five (5) years of EMS medical direction experience, preferably within a fire-based or municipal EMS system .
• Knowledge: Demonstrated expertise in EMS protocol development, quality improvement, clinical oversight, and federal, state, and tribal EMS regulations .

Preferred Qualifications

• Fellowship training in EMS Medicine or Board Subspecialty Certification in EMS Medicine .
• Direct experience working with tribal healthcare systems or tribal public safety agencies .
• Experience with tactical EMS, Rescue Task Force operations, or large-scale event medical planning .
• Expertise in EMS data analytics and ePCR software management .

Availability & Expectations

• Maintain reasonable availability for clinical consultations, critical incident reviews, and leadership communication .
• Attend scheduled EMS leadership, CQI, and protocol review meetings as mutually agreed upon .
• Participate in quarterly EMS crew training activities .
