Infrastructure Project Lead

Job Summary The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency, is looking for a talented Infrastructure Project Lead to play a key role in overseeing regulatory oversight projects, including multi‑billion‑dollar long‑term electric utility infrastructure upgrade projects, electric distribution strategic initiatives, and distributed energy resource technologies such as energy storage and microgrids. In this position you will interface with federal and state agencies (DOE, FERC, DC’s DOEE and DDOT), Fortune 500 energy companies, and other regulatory professionals to provide industry exposure and professional experience within a 100+ year history of regulatory excellence. We offer a hybrid telework schedule (two days per week teleworking, three days in our 13th and G Street offices) and flex time. The compensation includes a competitive salary range, a generous travel stipend for public transportation, and an attractive benefits package with health, dental, vision, life and disability insurance, a strong portable retirement plan, and paid vacation, sick leave, and holidays in accordance with District government provisions. Duties & Responsibilities Provide professional engineering and technical support on planning, design, construction, operation, maintenance, and replacement of all infrastructure and systems used by the electric utility. Serve as subject‑matter expert to support the Commission’s vision and strategic direction. Monitor, analyze, and review utility plans, proposals, designs, construction, and maintenance of infrastructure and system upgrades and replacement projects, including DC Plug, Capital Grid Project, distributed energy resource programs and pilots (DER), distribution automation and Smart Grid efforts, AMI maintenance, and utility outage restoration initiatives. Provide technical engineering assistance for the Commission’s Power Path DC grid‑modernization initiative. Qualifications Knowledge and experience in engineering practices and principles, evidenced by degrees and work experience. Demonstrated technical engineering knowledge related to infrastructure and systems planning, regulatory oversight, and power‑system engineering issues. Ability to interpret federal or state utility regulations, policies, and procedures and apply them to engineering analysis. Excellent problem‑solving, project‑management, and collaborative skills. Proficiency and experience in MS Windows‑based software, power‑system engineering software, reviewing engineering drawings and diagrams, construction project inspection forms, construction project management software, and operations and maintenance‑related work‑management programs. Excellent oral and written communication skills and ability to prepare advisory memoranda and reports on technical and policy issues. Proven ability to translate advanced engineering data into plain, persuasive language for non‑technical stakeholders, legal staff, and the public. Education & Other Requirements Bachelor’s degree in electrical engineering (required). Master’s degree in engineering or business (highly desirable). Valid driver’s license. Work Conditions / Environment The work is generally performed in an office environment, although some periodic fieldwork is required. Fieldwork requires basic personal safety precautions and safe driving practices in an agency vehicle. Other Significant Facts Tour of duty: Monday‑Friday; 9:00 AM–5:30 PM. Promotion potential: None. Collective Bargaining Unit: AFSCME District Council 20; union dues may be required. Residency Requirement Statement If the position is in the Career, Management Supervisory, or Educational Service at an annual salary of $150,000 or more, you must establish residency in the District of Columbia within 180 days of the effective date of appointment and maintain residency throughout the appointment.
