Attorney-Adviser (Labor) (Enforcement Appeals Attorney)

Position Overview This position is located in the Office of Appeals, Division of Enforcement Litigation. The Office of Appeals reviews all appeals to the General Counsel from Regional Directors' dismissals of unfair labor practice charges filed in the agency's regional offices. The General Counsel is vested with the sole power to review and sustain or deny these appeals and his/her decisions to deny appeals in such cases are not subject to review by the Board or appeal to any court of law or equity. Ideal Candidate Statement The ideal candidate for the Attorney‑Adviser (Labor) (Enforcement Appeals Attorney) will have experience preparing legal documents, including memoranda, and final documents on litigation theory, and presenting arguments or making presentations on factual and legal issues. Knowledge of the National Labor Relations Act is preferred. Excellent communication and strong interpersonal skills to interact with attorneys, colleagues and senior level management in the Agency; and strong research and analytical skills are desired. Basic Requirement Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application. Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing . Agency Internal Self-Certification Forms are not acceptable for verification. In addition to the Basic Requirement, applicants must also meet the following: Minimum Qualifications Applicants must have one year of specialized experience, equivalent to the GS‑13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of an Attorney‑Adviser (Labor) (Enforcement Appeals Attorney) GS‑14 grade level. Specialized experience includes: Analyzing and formulating legal recommendations in unfair labor practice cases which are on appeal, with knowledge to the National Labor Relations Act; and Providing special advisory assistance in preparing cases involving oral arguments presented by counsel for the various parties; and Conducting legal research and other written projects which serve as a basis for important case decisions, and significant policy, regulation, or procedural changes; and Orally presenting legal research, arguments and recommendations to senior leadership.
