Payroll Systems Manager

Payroll Systems Manager Location: Charlotte, North Carolina. Department: Charlotte‑Mecklenburg Schools. Application Deadline: May 30, 2026. Job Description The Payroll Systems Manager oversees payroll processes, auditing monthly payroll, ensuring accuracy, calculating adjustments, and leads technical systems analysis and development. Works with department administration to maintain compliance with regulations, and supervises payroll staff under the Director of Payroll. Essential Functions Adhere to state, federal, and local laws, policies, and procedures. Lead, manage, supervise, and evaluate assigned payroll programs. Investigate and formulate methods for special projects and reports. Audit data integrity between HRIS and payroll software. Develop and track compliance metrics. Evaluate technical and economic feasibility of systems solutions. Prepare project proposals based on cost/benefit justification. Provide technical guidance to applications programming, systems software, and user personnel. Serve as lead systems analyst for finance and payroll. Analyze system requirements, including input/output, information flow, hardware/software. Oversee development, design, and programming of payroll systems. Ensure effectiveness through testing and modification. Collaborate to implement payroll systems policies and programs. Calculate complex payroll computations, including retroactive pay. Maintain a system of accountability with departments and schools. Coordinate with HRIS and schools for accurate data collection. Facilitate staff meetings and related meetings. Complete accurate surveys and reports. Participate in professional development and leadership training. Create an inclusive environment with positive communication. Knowledge, Skills, Abilities In-depth knowledge of system analysis, applications programming, and documentation. Comprehensive knowledge of payroll and HRIS regulatory requirements. Advanced computer programming principles and techniques. Ability to analyze, design, write, test, and debug complex programs. Professional emotional control under stress. Strong communication and interpersonal skills. Ability to use specialized tools and software. Budget development and monitoring. Leadership and evaluation of others. Education and Experience Bachelor’s degree in accounting, finance, technology, or related field required. Minimum five years of experience in systems design and development or related area. Equivalent combination of experience and education accepted. Special Requirements Valid driver’s license or personal transportation. Travel to district buildings and meetings.
