General Manager

The Auburn Valley Community Services District (AVCSD) is seeking an experienced, proactive, and collaborative professional to serve as its part-time General Manager (GM). Operating under the policy direction of the Board of Directors, the General Manager serves as the chief executive staff officer of the District. Position Summary The Part-Time General Manager is responsible for executing the policy direction of the District’s five-member elected Board. In this vital role, you will oversee the administration of potable water delivery and wastewater discharge systems, ensuring strict compliance with Placer County and State of California environmental regulations. Key Responsibilities Administration & Board Support: Research, draft, and/or supervise the establishment and implementation of District ordinances, resolutions, programs, policies, and procedures, and ensure all district actions fully comply with the California Ralph M. Brown Act. Provide objective, expert recommendations to the Board on District matters. Attend Board meetings, and attend other meetings and conferences on behalf of the District as required. Utility Operations & Contractor Oversight: Oversite of the District’s critical infrastructure, including the potable water system, groundwater wells, and the wastewater treatment facility. Coordinate with retained engineering firms and system operators to ensure the safe, efficient, and reliable maintenance of AVCSD infrastructure. Regulatory Compliance & Reporting: Ensure the District strictly complies with all local, state, and federal regulatory standards, including reporting mandates from Placer County and the State of California (such as wastewater discharge permits and water quality testing). Strategic Planning: Advise the Board of Directors on long-term capital reserve requirements, infrastructure improvement projects, and rate setting. Qualifications & Ideal Experience Experience: Progressively responsible experience in public administration, special district management, or utility operations (water/sewer preferred). Prior experience or familiarity working with water distribution and sewer collection systems, water rights, and environmental compliance frameworks is highly valued. Knowledge: Strong foundational understanding of California special district governance, Brown Act compliance, and Proposition 218. Skills: Exceptional written and verbal communication skills, and the ability to work effectively in a part-time capacity while managing multiple priorities. Education: Bachelor’s degree in Public Administration, Business Administration, Civil Engineering, or a closely related field is desired.
