DESCRIPTION: The Executive Director of the Office of Consumer Advocates, Inc. (OCA, Inc.) oversees and manages OCA’s programs and services in Washington County. These programs include Soul Haven, an integrated behavioral health wellness and recovery center in Hagerstown funded through grants from the Washington County Mental Health Authority and the ADAA program through the Washington County Health Department. OCA also provides peer-based recovery and support services that help individuals access benefits, housing, employment, and other community resources.
The Washington County programs include:
• CPRS-Reentry Program: A peer support program that works with returning citizens released within the past year to help them navigate and access services, supports, and community resources that improve stability and increase the likelihood of successful reentry.
• Peer Support and Recovery Program: Assists individuals with accessing public benefits, housing, employment, and in addressing personal and family issues while connecting them with appropriate resources.
• Transportation Program: Provides transportation to and from Soul Haven, the Washington County Wellness and Recovery Center, and appointments related to program services and support.
• Soul Haven: An integrated behavioral health wellness and recovery center that provides informational and support groups about health and wellness, individual one-to-one peer support, social activities, meals, and other services and resources.
• ADAA Program: A hands-on program with a primary focus on IP or IOP services that help families and individuals access referrals, resources, and other supports for substance use disorder recovery, wellness, and mental health needs. The person in this position will work to ensure the highest quality of services from staff advocates to whom they supervise and will collaborate on solutions to issues that arise across all programs and services. Duties will include:
• Fiscal management of all programs • Direct supervision of the program manager and coordinators in each program • Coordination with the accountant • Ensuring timely submission of all tax, fiscal, and other required reports • Oversee payment of all bills
• Development of each fiscal year’s budget for approval • Coordination and development of all services offered • Hiring of all staff, submission and oversight of the onboarding process, including required training and background checks, and monitoring successful completion of probationary periods • All human resources functions
• Completion of monthly reports to the Washington County Mental Health Authority • Completion of invoices for monthly billing by deadline • Coordination of reporting, calls, and related communication with the Maryland Behavioral Health Administration
• Tracking of all expenditures • Scheduling and coordination of monthly coordinator meetings • Coordination and provision of training for all OCA staff • Participation in all Board meetings, preparation of minutes, and preparation of an Executive Director’s report for Board discussion
• Participation in community coalitions and meetings, including the Washington County Homeless Coalition, and ensuring OCA representation in relevant community groups
• Creatively addressing strategies to engage individuals more effectively in OCA programs • Oversight of social media outreach and related communications, including Facebook and other platforms, to promote programs, share updates, increase community awareness, and extend the reach of OCA services
• Leading all-staff/team meetings
• Strategic planning and implementation to advance OCA’s mission, strengthen program impact, and support long-term organizational sustainability
• Oversight of program quality assurance, outcomes tracking, and regulatory and grant compliance to ensure services remain effective, accountable, and aligned with funding requirements
• Development and maintenance of strong relationships with funders, community partners, and stakeholders, including support for grant opportunities, contract stewardship, and public representation of OCA
• Other duties as assigned by the OCA Board of Directors
MINIMUM QUALIFICATIONS: Education: High School Diploma or GED required; Bachelor’s or Advanced degree preferred. Equivalent combinations of education, training, and professional experience may be accepted in lieu of degree.
Experience: At least 5 years of progressive nonprofit management experience, including development and management of budgets. Experience providing recovery support to adults ages 18 and over. Skills:
• Supervisory experience and demonstrated leadership skills; RPS or CPRS certification preferred
• Proficiency using Microsoft Office Suite products, QuickBooks Online payroll and time management; Salesforce experience preferred
• Experience using financial, payroll, timekeeping, and data management systems to support accurate reporting, compliance, and operational efficiency
• Ability to work collaboratively with funding sources
• Human resources experience • Fiscal experience
• Strong verbal and communication skills
• Willingness to learn and adapt
• Ability to work successfully with a nonprofit board of directors
A valid driver’s license is required for this position.
