Job Description:

ShadowObjects LLC has a (Full Time) career opportunity for a Senior Data Management Consultant to support a Deputy Assistant Secretary of the Navy - Procurement (DASN(P)) contract that starts 19 March 2026. The ideal candidate must have demonstrated performance and proven success contributing to enterprise data governance programs in complex environments. The candidate must possess comprehensive knowledge in data quality, metadata management, data architecture, and data lineage.

The candidate will assist DASN(P) and ASN(RDA) in developing the authoritative Data and Process Architecture for the DON Acquisition and Procurement Domain.

The candidate must also be proficient with data analysis and visualization tools for insights and communication. The candidate must have excellent executive communication skills, including ability to provide compelling presentations to senior leadership. The candidate must also be able to perform the following:

Key Responsibilities:

Data Strategy & Governance Documentation: Within 180 days of award, the Contractor shall analyze Government requirements and existing data structures to deliver a draft DON Procurement Data Strategy and a corresponding Data Governance Plan. These documents shall be actionable technical frameworks that produce and maintain the following foundational artifacts for the DON's procurement data ecosystem:

• Data Stewardship Framework: Defines data stewardship roles, technical responsibilities, and data access control configurations.
• Data Quality Framework: Defines automated data quality validation rules and the metrics used to measure data integrity and accuracy.
• Conceptual Data Model: A high-level, business-focused model, developed in collaboration with Government stakeholders, that defines the primary business entities (e.g., "Contract," "Vendor," "Requirement") and their fundamental relationships, serving as the strategic blueprint for all subsequent data models.
• Canonical Data Model and Master Data Dictionary: A detailed logical data model that serves as the master data dictionary. This model must be visually represented through a comprehensive Entity Relationship Diagram (ERD) that maps the relationships between key data entities across all integrated source systems. For every data element, this model must record, at a minimum, the following metadata attributes:
• Authoritative Source System
• Business Process Alignment (BEA L1-L4)
• Designated Government Data Owner
• Data Flow Diagrams (DFDs) and Lineage: A set of diagrams and supporting documentation that illustrate the end-to-end lineage of data. This includes visualizing the movement of data between source systems, through key business processes (such as the Procure-to-Pay handshakes), and into the enterprise data platform's storage layers, identifying all inputs, outputs, and transformations.
• Enterprise Data Catalog: An enterprise-accessible catalog populated with all the artifacts and metadata defined above (including the Conceptual Model, ERD, and DFDs) to ensure data assets are discoverable, understandable, and trustworthy.
• Enterprise Architecture emphasis and focus:

• Developing a DIV-1 (Conceptual Data Model) and DIV-2 (Logical Data Model)
• Working with domain SMEs to ensure their knowledge is accurately reflected in the DIV models
• Ensuring each model has the appropriate level of detail and satisfies modeling requirements for the diagram type
• Demonstrating traceability between the DIV-1 to the DIV-2
• Implementing best practices to align the DIV models with other EA artifacts (DIV-1 to OV-5a and OV-6c; DIV-2 to SV-6, for example – guided by their experience)
• Executing a plan to align the individual portfolio systems to which piece of the DIV-1 or DIV-2 their system “owns” (again, DIV-1 or DIV-2 would be informed by this person’s prior experience doing this work)

Governance Framework Development & Implementation

• Collaborate on design, and develop and execute comprehensive data governance frameworks, policies, and operating procedures aligned with organizational objectives and regulatory requirements.
• Partner with the senior management to align data governance initiatives with enterprise goals and industry best practices.
• Cross-Functional Collaboration & Facilitation of Data Governance requirements across the Department of Navy acquisition and procurements community.
• Preparing agendas, documentation, and follow-up to drive actionable outcomes on data governance priorities.
• Collaborate with Legal, Compliance, Risk Management, and Audit teams to execute governance frameworks address regulatory and risk requirements.
• Partner with Technology leadership to support data architecture governance and execute technical implementation of governance standards.

Support Analytics, Reporting & Performance Management

• Develop and deliver executive-level presentations and reports on data governance program status, effectiveness, and strategic recommendations to senior and executive management.
• Conduct sophisticated analysis to inform data governance decision-making and strategic planning initiatives.
• Develop and execute metrics frameworks to measure governance program success and demonstrate value realization.

Technical Governance & Data Management

• Drive data lineage and metadata management initiatives, ensuring transparency and traceability across the data ecosystem.
• Promote adoption of governance standards and best practices across data management disciplines.

Program Support & Resource Planning

• Support prioritization of DASN(P) data governance initiatives.
• Develop governance capabilities to meet emerging organizational needs.

Required Qualifications:

• Active DoD SECRET Clearance
• Master’s degree in Information Management, Information Systems, or related field
• 8+ years’ experience in data governance and data management; experience leading data governance initiatives within a large complex organization
• Experience with technical training delivery; change management experience; knowledge of Federal and DoD data management regulations and policies
• Experience leading data rationalization initiatives; Expertise in establishing governance frameworks that identify and retire redundant data collection requirements and streamline reporting processes to support organizational efficiency
