QUALIFICATIONS
Education and Experience:
  • Master's Degree in archaeology, anthropology, or similar field;
  • and four (4) years of experience in historic preservation and planning (or related field);
  • or an equivalent combination of education and experience.
Licenses or Certifications:
  • Possession of an appropriate driver's license for equipment operated and any license, training, or certification required by law or regulation to complete assigned tasks.

JOB SUMMARY
The Historic Preservation Planner performs highly responsible managerial, administrative, and professional work in the oversight of development activities within, and the preservation of, the City's Historic Preservation Districts and resources.


An employee in this class functions as the City's expert in historic preservation and archaeology and is responsible for administering and making independent decisions as they pertain to effects of the City's historic and prehistoric archaeological sites by local government for preservation, as well as coordination of land use and development applications within the City's Historic Preservation Districts. This position ensures compliance with all federal, state, and city historic preservation regulations and regulations on city-owned property and rights-of-way and also provides archaeological expertise and responds to inquiries from state agencies and the public regarding archaeological issues. Works under the general supervision of the Planning & Zoning Manager or his/her designee, and performance is assessed by the results obtained.
ESSENTIAL JOB FUNCTIONS
  • Plans and directs the development and administration of the City's Historic Preservation Initiative, to ensure the City is in compliance with all state and federal historic preservation laws and policies, including all projects, programs, and activities.
  • Serves as principal staff to the City's Architectural Review Board and the primary point of contact for applicants seeking development approval in the City's Historic Preservation Districts.
  • Oversees and facilitates archaeological review for proposed projects on City property and rights of way.
  • Applies for state and federal grants for enhancement of historic preservation, development of cultural resource inventories, and preservation of cultural heritage for the City.
  • Develops new or expands existing historic preservation neighborhood improvement models with the development of an updated geographical information system (GIS) database of the City to identify areas of high, medium, and low potential for significant archaeological deposits.
  • Develops strong working relations with the Florida Public Archaeology Network, University of West Florida Division of Anthropology & Archaeology and the History Department, Pensacola Archaeology Society, and other stakeholders.
  • Acts as a liaison with Federal, State, local and other agencies that deal with cultural resources.
  • Facilitates community engagement and outreach.
  • Advises city staff on cultural resources topics, including the finding of human remains and significant sensitive resources.
  • Advises on the maintenance and preservation of City-owned historic resources and archaeological sites.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of National Historic Preservation Act programs and related standards and guidelines for advanced experience in historic preservation and archaeology.
  • Knowledge of principles and practices of historic preservation and program planning, assistance programs and public outreach trends, methods and practices.
  • Knowledge of pertinent Federal, State, and local laws, ordinances, rules, and regulations related to archaeological properties and theories as it relates to historic preservation and historic artifact preservation and maintenance.
  • Knowledge of pertinent principles, practices, methods, materials, tools, and equipment applied in the specified field.
  • Knowledge of current literature, trends, and developments in the fields of historic preservation and archaeology as it relates to city government.
  • Skill in writing staff reports, papers, and other articles for inclusion on Board agendas and for publication as needed to date and interpret archaeological finds.
  • Skill in assessing development applications for consideration by the Architectural Review Board and for City projects.
  • Ability to utilize geographical surveys and aerial photography to locate archaeological deposits.
  • Ability to examine, document, and preserve artifacts as it relates to historic preservation.
  • Ability to establish and maintain effective working relationships with employees, Board members, members of organizations related to historic preservation and archaeology, and the general public.
  • Ability to express oneself, clearly, and concisely, both orally and in writing.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk, and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance and far distance, color, peripheral vision, and depth perception.


The employee regularly lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 45 pounds.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Some jobs may require an employee to be exposed to outside weather conditions, wet and/or humid conditions, and risk of electrical shock.
