Technical Recruiter

Overview The Technical Recruiter will partner with Leadership to source and recruit professional level candidates; manage the end-to-end full life cycle recruiting process; and adhere to all relevant tracking and compliance requirements. They will consult with internal customers on market trends, competitive intelligence, and prepare the business for current and future market dynamics related to the acquisition of talent. Contributions Manage full life cycle recruiting (sourcing, screening, interviewing, submitting, scheduling, negotiating offers) across multiple programs and stakeholders, flexing between strategic and tactical work Act as subject matter expert in talent attraction, applying advanced sourcing techniques (social/traditional networking, Boolean search, referrals) and candidate relationship management to build and maintain pipelines for funded and contingent work Partner with hiring managers to define position criteria and sourcing strategy, providing proactive, ongoing status updates and building trust through credible, skilled communication Support the head of recruiting and VP, Talent Acquisition on recruiting operations, scalable recruitment strategy, budget, and incentive programs Train and hold hiring managers, interviewers, and the recruiting team accountable to operational standards and process excellence Oversee recruiting systems, tools, and applicant tracking to organize candidate pipelines, and use reporting/analytics to track KPIs, ROI, and optimize processes Identify and implement new tools and technology to improve recruiting operations Build and manage relationships with recruiting vendors, agencies, and third-party suppliers Manage strategic outreach and external communications, including job descriptions, listings, and recruitment events Maintain the candidate information database and monitor hiring processes to improve internal communication and candidate experience Oversee employer branding, onboarding, immigration, diversity recruiting, contingent workforce, and global expansion initiatives Must be local to Washington DC area and in our Headquarters 3 days per week Must have knowledge and experience using Steampunks Design Intelligence framework Qualifications Bachelor's degree and 3+ years of related experience in staffing, talent acquisition, and human resources Demonstrated success developing and executing full-cycle sourcing strategies to meet organizational hiring needs Skilled in building, cultivating, and sustaining networks of qualified passive candidates, with proven mechanisms for effectively managing and maintaining a candidate pipeline Hands-on experience with Applicant Tracking Systems (ATS) — specifically iCIMS — and Human Resource Information Systems (HRIS) — specifically ADP Proficient in Fresh Service for referrals, onboarding and other ticketing items Proven experience managing the HireRight background check process from initiation through completion Track record of success working in a fast-paced, complex, and deadline-driven environment Results-oriented, with strong ability to manage multiple competing priorities simultaneously Working knowledge of OFCCP regulatory compliance practices and requirements Excellent written and verbal communication skills, with the ability to engage effectively across all levels of the organization About steampunk Steampunk relies on several factors to determine salary, including but not limited to geographic location, contractual requirements, education, knowledge, skills, competencies, and experience. The projected compensation range for this position is $60,000 to $70,000. The estimate displayed represents a typical annual salary range for this position.
