Procurement Buyer II

Buyer II (San Diego, CA) The Buyer II position involves collaborating across multiple departments, planning, scheduling and monitoring the movement of materials through the production cycle to determine required materials purchases. The role acts as a leader in cost savings initiatives, Lean events, MRP planning improvements, and process enhancements. Responsibilities Determine material requirements through analytical planning and schedule the ordering thereof; source, negotiate and execute awards for direct, indirect or CAPEX material & equipment, at best value to the organization and on a timely basis to support production schedule. Monitor new customer requirements and ensure timely release of purchase requisitions to provide program support. Evaluate current programs to verify full support using ERP signals, EML and quality issues. Flag production impacts, communicate program impact to appropriate departments using expert customer service skills. Create purchase requisitions and purchase orders for accuracy and conformance with established policies and procedures. Process and plan Engineering Change Orders in alignment with the Planning department. Obtain quotations, conduct price analysis per FAR/DFAR requirements, negotiate and execute moderate to high‑value awards, manage price increase situations and cost improvement initiatives. Follow up on purchase orders to ensure acknowledgement and on‑time delivery, expedite as needed, and resolve discrepancies including receiving and invoice issues. Interface professionally with Planning, Inventory, Operations, Engineering, Quality and Finance. Represent the department in daily huddles and GEMBA with material status updates. Search alternate suppliers to establish competition, minimize material shortages and stock outages. Meet with suppliers to establish relationships, review materials, and coordinate with Engineering and QA on vendor qualification. Participate in supplier visits, audits, performance management conference calls, and supplier business reviews. Populate ERP with up‑to‑date lead times and vendor information. Participate in safety training and comply with safety policies. Participate in Lean/Six Sigma activities and 5S improvement initiatives. Support KPI matrix and report outs. Perform other related duties as assigned. Qualifications Bachelor's degree. US Citizenship required. 3+ years of purchasing experience in a manufacturing environment. ERP system proficiency, preferably SAP. Intermediate Excel proficiency including data export, formulas, pivot tables, charts and data analysis. Strong analytical, time management and communication skills. Preferred Experience Aerospace & Defense industry experience. FAR/DFAR compliance experience. Leadership in cost savings initiatives and Lean mentoring. Skills Communication: reading and interpreting technical documents, writing reports, business correspondence, and presenting information. Contract writing for specific commodity groups. Mathematics: calculating discounts, interest, commissions and reading part prints. Analytical: synthesizing complex information, researching data, defining problems, drawing conclusions. Computer: Excel, Word, PowerPoint, Outlook, ERP, SAP or Oracle. Time management and organizational skills, flexibility, confidentiality. Professional behavior: proactive, positive, accountable for success.
