The role: African American/Black Culture - School Based Mental Health Consultant. This 0.80FTE (32‑hour) position is split between George Middle School and Peninsula Elementary, focusing on serving at‑risk youth and families, specifically targeting those who are uninsured or Medicaid‑eligible. Responsibilities Direct Services & Clinical Delivery Provide holistic prevention and treatment services including assessment, DSM diagnosis, evidence‑based clinical treatment (e.g., CBT) and crisis intervention for school‑aged children, adolescents, and their families. Facilitate individual, family, and group therapy, psycho‑educational groups, environmental interventions, and case management. Ensure culturally competent care by applying a culturally responsive lens tailored to the African American/Black community. Use outcome‑based care tools and metrics to monitor treatment efficacy and inform ongoing planning. Maintain accurate, timely, and compliant documentation within EPIC. Coordinate urgent interventions and care with the Multnomah County Student Health Center and external partners. Provide guidance to school staff and community professionals on navigating mental health systems and appropriate levels of care. Interpret diagnostic categories and psychological testing results to support school staff and teams. Develop proactive behavior‑management strategies for individual students and classroom settings. Offer intervention techniques to resolve complex clinical, educational, or administrative system issues. Facilitate access to community resources for students and families. Lead and participate in meetings with school‐based staff and multi‑agency partners. Preventive Mental Health Services Deliver comprehensive mental health education, including conflict resolution, parenting classes, and community outreach. Facilitate psycho‑educational and support groups designed to foster positive mental health development. Partner with school staff to design and execute educational outreach services that support long‑term student wellness. Administrative and Supervision Tasks Participate in individual and group supervision with clinical leadership. Attend mandatory team meetings, training, and professional development sessions. Complete timely administrative documentation, including timekeeping, mileage reports, and quantitative data for tracking performance outcomes. Provide field supervision and performance evaluations for master’s level interns in collaboration with academic instructors. Support program goals through additional administrative and operational duties as assigned. Required Minimum Qualifications and Transferable Skills Education/Certification : Must hold Qualified Mental Health Professional –(C) certification (QMHP‑C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO), or a licensed board of Oregon credential (LPC, LCSW, CSWA, LPC Associate, PhD, etc.). Must have a graduate degree in psychology, social work, counseling, or a behavioral science field. Experience : Minimum of two (2) years post‑graduate work experience providing direct mental health treatment services to youth in an outpatient setting, conducting assessment and safety planning for youth with suicide risk, and implementing evidence‑based treatment modalities. Background Investigation : Position requires a background investigation, which may include fingerprinting. African American/Black Community Knowledge : Demonstrated advanced knowledge and experience working with the African American/Black community, including traditions, values, customs, and specific community challenges. Understanding of cultural, racial, and ethnic factors, systemic advantages or disadvantages, acculturation, intergenerational immigrant family challenges, and trauma related to immigration, war, separation, detention, refugee camps, and generational trauma. Ability to provide an equity, intersectional, and anti‑racist lens in practice. Advanced skills in crisis intervention and risk assessment of clients in potentially life‑threatening situations. Ability to support and respect the confidential nature of sensitive information, acting professionally and empathically with individuals and partners. Knowledge of community mental health providers and ability to refer clients appropriately. Preferred Qualifications Advanced affiliation with and membership in the African American/Black community. Historical and current knowledge of barriers to mental health services in this population. Respect and appreciation for ethnic and cultural diversity. Proficiency in providing information/referrals to community mental health providers. Experience facilitating trainings and workshops on equity and anti‑racist practice.
