Shelter Project Manager NWS

NRC Syria looking for a Shelter Project Manager to join the Northwest Area Office. The role holder will be responsible for planning and implementing a high-quality shelter program that spans emergency responses—such as shelter/winterization kits provision—and transitional or permanent solutions, including housing rehabilitation and public buildings, to support the transition toward self-reliance and durable solutions. This will be achieved through mixed modalities and strong integration with other Core Competencies (CCs). Additionally, they will draw on existing knowledge and expertise from past and ongoing Shelter programming in Syria to ensure the effective delivery of shelter interventions either at the household or community level. They will manage the overall NRC Shelter portfolio and staffing at the AO level and contribute to broader country-level programme development in collaboration with the Shelter Specialist. What you will do The role will have some of the following main specific responsibilities: Program Development. Project Cycle Management (PCM) and Implementation. Logistics, Finance, and Human Resource Management. Coordination and Representation. What you will bring Minimum 3 years of experience from a senior level project implementation position in managing Shelter programme in a humanitarian/recovery context. Bachelor’s degree in a related technical field required (civil engineering,). Master’s degree is an added value. Technical Shelter expertise working in construction/rehabilitation/engineering of public buildings, apartments rehabilitation. Experience with cash for shelter (cash for rent, cash for repair, cash for construction) and market-based approaches. Experience working in Northwest Syria (Idlib/Aleppo) or similar hard-to-reach areas. Demonstrated experience and understanding of Project Cycle Management and team leadership. Experience applying Sphere Standards and utilising other relevant humanitarian frameworks and guidelines. Knowledge of area-based and market-based programming. Excellent communication, presentation, and interpersonal skills, with the ability to engage and collaborate with internal and external stakeholders, including donors, governments, and partner organizations. Knowledge of climate resilient- shelter infrastructure, Disaster Risk Preparedness. Experience in cost recovery systems and governance models for sustainable Shelter programming is an advantage. What we offer: Duty station:Sarmada, Syria. Contract: Fixed Term. Travel:30-40% within areas of operation. Salary/benefits: Grade 8 on NRC’s national salary scale.
