Summary

This position is a Motor Vehicle Operator assigned to the Transportation Section at the Miami VA Healthcare System, Facilities Management Service. The purpose of this position is to operate motor vehicles to transport patients, staff, and materials. The Motor Vehicle Operator will drive predetermined and/or scheduled routes or special runs.

Help

Major duties and responsibilities include:

• Operate motor vehicles to transport patients, staff, and materials.
• Assists patients into and out of vehicles, secures wheelchairs and other mobility devices, ensures use of seatbelts, and follows infection-control and patient safety procedures during transport.
• Conducts pre-trip and post-trip inspections; checks fuel, oil, coolant, tires, lights, and safety equipment; reports defects; completes trip logs and other required documentation.
• Follows assigned routes and schedules; interprets trip tickets and written/oral instructions; adjusts routes as needed due to traffic, weather, or facility needs.
• Adheres to VA and DOT safety regulations; responds to vehicle incidents or medical emergencies using basic first-aid and emergency procedures; reports accidents and hazards.

Preferred Experience : CDL A, B -with Passenger Endorsement

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out elements. Applicants who appear to meet the screen out elements are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligible are rated against the remainder of the job elements. Driver's License Requirement: Incumbent must possess a valid Florida Commercial Chauffeur's license "CDL", Class B and have a good driving record to operate a motor vehicle.(Please do not submit a copy of your license with your application package. You will be required to show your valid commercial driver's license at the time of your interview.)

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

Must have good eyesight and and good hearing. Drivers at this grade level exert light physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. They exert moderate physical. effort in the frequent handling of objects weighing up to 18 kilograms (40 pounds), and the occasional handling of heavier objects while loading cargo, with the assistance of other workers or weight handling equipment. Moderate physical effort may be required in making couplings between the vehicle and towed equipment because safety chains, tow bars, and hooks must be lifted and properly secured. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Drivers at this level exert moderate physical effort in operating, turning, backing, and controlling vehicles which carry heavier loads or larger numbers of people. Ambulance or patient transport vehicle drivers may be required to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping and bending.

WORKING CONDITIONS:

Drivers work mostly outside and operate vehicles in all kinds of weather in a controlled traffic environment throughout a Government installation or establishment. Drivers are exposed to dirt and fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Drivers operate vehicles in all types of traffic and weather on public roads (or the equivalent), and are exposed to the danger of serious accidents. They drive in heavy traffic and at highway speeds over complicated road and interchange systems.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
