RESEARCH FINANCIAL ANALYST II

Summary With moderate oversight, a Research Financial Analyst II receives work assignments of increasing complexity and manages all phases of research award administration, including pre- and post-award. The primary function is research fund portfolio management, including budget forecasting, monitoring utilization to ensure fiscal compliance, resolving accounting issues, and providing direct financial advisory services. Acts as a liaison between the Principal Investigator, Moffitt’s Sponsored Award offices (Office of Sponsored Research and Research Finance), and other departments to manage awards throughout their life cycles. Manages sponsored awards with knowledge of sponsor-specific reporting requirements (e.g., 0MB circulars A-110, A-122, A-133) and Moffitt’s institutional guidelines. Serves as a mentor to junior team members, providing guidance and support to reinforce training and advance career development. Engages in grant submission budget preparation, collaborating with Grant Administrators, Principal Investigators, and support staff to review and coordinate grant submissions, providing guidance on budgets and justifications. Performs financial analysis on complex PI portfolios, providing strategic guidance to maximize budget utilization responsibly. Develops forward-thinking forecasts based on historical spending trends, future planned spending, and overall funding portfolio. Reconciles actual spending against approved budgets, re-budgeting as needed throughout the grant cycle. Advises on the allowability of costs, working with peers and Research Finance to resolve complex accounting issues. Identifies and prevents projected overruns, preparing cost transfers as necessary throughout the grant cycle. Coordinates with the Office of Sponsored Research and Research Finance to facilitate timely award activation. Proposes and implements creative solutions to potential grant issues and maintains institutional match funds as required. Facilitates budgetary controls for expenditures including equipment, clinical trials, and animal work. Partners with Purchasing, Accounts Payable, and other departments to ensure incurred expenses are liquidated for project closeout. Collaborates with Research Finance on grant close-out items and stays current with new regulatory requirements, informing PIs and leadership of changes. Verifies and assures fiscal compliance of expenditures per funding mechanism terms and conditions. Manages faculty and staff effort appointments, aligning with OMB Circular A-122 and NIH salary cap guidelines, and coordinates time/effort reports for accuracy and compliance. Manages regulatory compliance related to Comparative Medicine, Institutional Review Board, and other funding mechanisms. Ensures proposal compliance with division, grantor policies, and subcontracting institution procedures. Coordinates with the Moffitt Foundation to manage donations supporting research initiatives. Works with Financial Analysis Research Operations for operational dollar setup and management. Collaborates with Research Division Administration leadership on position initiation, replacement, and termination based on funding availability. Collaborates with Innovation Office and Alliance Relations on industry-sponsored agreements. Prepares and manages department or program budgets with Department Chairs, Program Leaders, and other research leadership. Works daily with the Office of Sponsored Research, Research Finance, Grant Administrators, and PIs to manage grants and ensure compliance. Mentors junior staff (Research Financial Analyst I & Assistant) to reinforce training and career development. Represents the Department as a grant subject resource. Audits assigned accounts for consistency and analyzes financial data to produce comprehensive reports of key financial metrics. Provides feedback on new systems and processes to improve grant management. Qualifications Bachelor’s Degree in Business Administration, Finance, or Accounting. Minimum 3 years of financial experience (forecasting, budgeting, analysis) with at least 1 year of extramural funding management experience; preferred 2 years.
