Housing Clinical Manager General description: The Housing Clinical Manager ensures compliance with grant regulations, oversees the clinical team, and ensures service delivery for program participants. This role is responsible for program planning, staff supervision, and continuous quality improvement. Essential Duties & Responsibilities Provide general supervision over the Housing clinical staff. Directly supervise management and team leads. Offer guidance, direction, and supervision to staff to ensure quality care and implementation of processes. Foster an environment of continuous quality improvement (CQI) and oversee the CQI process. Develop and implement strategies for performance improvement related to key performance indicators, including engagement of caseloads, charting timeliness, and quality improvement. Responsible for program planning, interagency relations, and resource development. Maintain knowledge of and comply with established policies and procedures including grant regulations, Fair Housing Act, and contractual requirements. Attend administrative meetings and participate in committees as requested. Conduct special projects and studies as directed. Carry out responsibilities in accordance with ethical standards, state contract, professional standards, and applicable laws. Provide clear and timely communication to the Housing Director of all program critical issues. Ensure completion of weekly reporting according to Continuous Operations Improvement guidelines, proactively developing solutions around exceptions. Adhere to documentation requirements related to quality management and regulatory agencies (CARF, CCBHC, Texas Administrative Code). Work collaboratively with the Housing Operations Manager to maintain a creative working environment. Provide clinical supervision, education, and training as required by contracts and regulatory agencies. Maintain highest standard of quality care and ethical practice. Participate in hiring and supervision of site staff; schedule interview appointments with hiring managers. Exercise sound judgment and maintain current knowledge of employment practices and federal/state laws. Perform other duties as assigned. Competencies Analytical skills, business ethics, and problem solving. Respect for confidentiality, excellent communication skills. Understanding of best practices for treatment of complex behavioral health issues. Knowledge of Federal Housing regulations. Excellent organizational skills; prioritize workflow and meet deadlines. Ability to handle multiple tasks and special projects simultaneously. Work autonomously with minimal supervision; maintain professionalism and confidentiality. Qualifications Master’s degree in social work, psychology, business administration, public administration, healthcare administration, or related field. Minimum 7–10 years of mental health experience, including at least 5 years in management. Advanced licensure preferred (Licensed Professional Counselor, Licensed Certified Social Worker). Current Texas Driver License or licensed in another state with conversion within three months; maintain acceptable driving record. Required Skills & Abilities Basic math skills; ability to work with reports and numbers. Reasoning ability: apply common sense for simple instructions, standardized situations. Organize workflow, develop efficient procedures, detect operational shortcomings, and develop corrective solutions. Computer skills: Word, Excel, Outlook, PowerPoint, internet usage.
