Senior Budget Analyst - Finance (Hybrid)

Position Overview Hiring range: $74,214 to $103,896 annually ($35.68 to $49.95 per hour). Starting rate will depend on experience, education, and qualifications. Position Description The mission of the Anoka County Finance department is to enrich our community by providing quality services and ensuring financial integrity. The department has an immediate opening for a Senior Budget Analyst who will perform various duties, such as annual budget preparations, overseeing financial resources, allocating funds, preparing budget analyses and reports, monitoring spending, and creating cost-benefit analyses for Anoka County. This is a full-time, exempt, hybrid position. Interviews will take place the week of July 20, 2026 for those selected. Benefits details: Medical and dental clinic exclusive to employees, located at the Anoka County Government Center Pension plan and other retirement investment options Advancement and professional development opportunities Work Location Anoka County Government Center, 2100 3rd Ave, Anoka, MN 55303 Expected work hours: Monday – Friday 8:00 a.m. – 4:30 p.m. Job Duties and Responsibilities These examples provide an overview of primary responsibilities of a Senior Budget Analyst: Partner with leaders to prepare and develop the annual budget, providing analysis and guidance throughout the process Review budget proposals for completeness, accuracy and compliance with County policies and strategic priorities Evaluate funding requests for necessity, merit and long‑term fiscal impact, and provide recommendations Prepare complex budget reports and analyses, including fund balance projections, budget variance analysis and debt service analysis Ensure adherence to budgeted levels and fund balance projections Administer County’s performance measurements and evaluate the impact of changes proposed through Federal and State mandates, laws, statutes and accounting pronouncements Forecast fund balance levels to recommend reserve designations and tax levy requirements during the budget process Explain budget and financial policies, procedures and concepts to leaders and the finance team Develop recommendations for budget‑related policies, process improvements and long‑range financial planning Provide leadership, coaching and mentoring to a subordinate group, promoting a collaborative team environment Minimum Qualifications Bachelor’s degree Four years (2,080 annual hours) of job‑related experience in finance, budget analysis or a closely related field Equivalent combination of education and experience may be substituted on a year‑for‑year basis Preferred Qualifications Degree in Accounting, Business, Finance or related field Six years (2,080 annual hours) or more of job‑related experience in finance, budget analysis or a closely related field Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) designation Knowledge of GAAP, financial systems and county organization and operation, and ability to apply that knowledge Ability to analyze, develop and interpret rules, regulations, policies and practices Strong verbal and written communication skills Physical Demands and Work Conditions Standard office environment Vision required for computer work and ability to see colors, shades, and brightness Hearing required for general communication, phone communication, signals and machine sounds Assignments are sedentary with occasional standing, walking, crouching, kneeling and frequent wrist and finger manipulation for computer work Occasional lifting of 10–20 lbs Equipment includes computers, phones and standard office equipment Occasional travel to other county work sites; travel may require driving a county vehicle and/or a personal vehicle Reasonable accommodation may be made to enable qualified individuals with disabilities to perform essential job functions Selection Process Applicants must present all relevant education and experience.
