Position Overview Client is seeking a Senior IT Project Manager to lead the implementation of an Electronic Health Record (EHR) system across 59 State Health Centers (SHCs) and clinical staff within the Bureau of Community Health Systems (BCHS), Bureau of Immunizations (BOI), and Bureau of Communicable Diseases (BCD).

The ideal candidate will have proven experience managing large-scale EHR implementations, health informatics, health IT, and organizational change management. The Project Manager will oversee the project lifecycle from planning through implementation and transition to ongoing operations and maintenance.

Key Responsibilities

• Lead, plan, execute, and monitor all project activities for the EHR implementation, including project planning, governance, and execution.

• Manage the complete project lifecycle, including planning, design, development, testing, and implementation.

• Develop and maintain comprehensive Project Management Plans, schedules, budgets, and deliverables matrices.

• Manage project estimates, milestones, resources, timelines, and priorities across multiple teams.

• Monitor project progress, budget, risks, issues, and dependencies, taking corrective action when required.

• Maintain RAID+ logs and develop risk mitigation strategies through resolution.

• Coordinate with IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.

• Facilitate communication and collaboration between program areas, IT teams, vendors, and stakeholders.

• Develop communication plans, status reports, and project metrics for leadership and stakeholders.

• Coordinate system testing, peer reviews, quality assurance activities, and implementation deliverables.

• Plan and facilitate training and orientation sessions for project stakeholders and end users.

• Ensure compliance with applicable HHS DOH PMO standards, procedures, and project methodologies.

• Provide weekly project updates and maintain project documentation through SharePoint and Microsoft Teams.

• Support organizational change management and the transition from implementation to program operations and maintenance.

• Mentor less experienced project management staff when needed.

Required Qualifications

• 7 9 years of relevant Project Management experience.

• Demonstrable experience implementing an Electronic Health Record (EHR) system for an organization transitioning from paper-based charting.

• Active PMI Project Management Professional (PMP) certification held for a minimum of 5 years .

• A valid copy of the active PMP certification must be submitted with the candidate's resume .

• Experience with EHR/EMR systems, health informatics, and health IT.

• Proven experience leading large-scale projects through successful implementation.

• Experience managing project plans, schedules, budgets, risks, issues, and stakeholder communications.

• Strong interpersonal, communication, coordination, and problem-solving skills.

• Experience managing technical initiatives involving multiple IT teams and vendors.

Preferred Qualifications

• Experience with Organizational Change Management (OCM) involving independent customers.

• Familiarity with programs and issues related to public health.

• Experience with business process enhancement, re-engineering, or development projects.

• Experience working with government or enterprise-wide IT implementations.

Candidate Requirements

• Local Pennsylvania candidates only. Out-of-state candidates will not be considered.

• Must be able to work in the Harrisburg, PA office 2 days per week .

• Must participate in off-site meetings at State Health Centers when required.

• Must possess an active PMI PMP certification for at least 5 years.

• A copy of the active PMP certification is mandatory with submission.

• Must be available for Microsoft Teams interviews.
