Housing Risk & Insurance Analyst Full-time Regular Full-Time Housing Nashville, TN, US 4 days ago Requisition ID: 1236 Salary Range: $74,557.00 To $85,081.00 Annually Position Open: August 13, 2026 Position Close: August 27, 2026 On-Site Work Metropolitan Development and Housing Agency (MDHA) MDHA serves Nashville and Davidson County. The mission of MDHA is to create quality affordable housing opportunities, support neighborhoods, strengthen communities, and help build a greater Nashville. MDHA employs over 300 staff members, has a budget of $215 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency. Position Summary Under the direction of the Director of Compliance and Risk Management, the Housing Risk & Insurance Analyst supports MDHA’s enterprise risk management program by coordinating insurance claims, analyzing loss trends, and advancing housing risk mitigation strategies across the agency’s affordable housing portfolio. The analyst serves as a primary resource for insurance and risk analytics, synthesizing incident data, benchmarking industry practices, and preparing reports and dashboards that inform leadership decisions and strengthen organizational resilience. Key Duties and Responsibilities Insurance & Claims Analytics Coordinate insurance claims from initial reporting through final resolution, ensuring accurate documentation and timely communication with carriers, brokers, adjusters, TPAs, contractors, and legal counsel. Monitor claim status, reserves, settlements, reimbursements, and payments; identify anomalies and elevate concerns as appropriate. Develop and maintain tracking tools and dashboards for claim aging, recovery rates, loss drivers, and key performance indicators (KPIs) to support data-driven decision-making. Coordinate with Finance to reconcile claim recoveries, reimbursement tracking, and payment discrepancies. Assist with FEMA, disaster recovery, grant, and other reimbursement documentation and reporting, as applicable. Housing Risk & Loss Prevention Analyze trends in property damage, resident incidents, insurance claims, security events, emergency situations, and operational losses across MDHA communities. Identify recurring issues and emerging risks that impact resident safety, asset protection, and organizational liability exposure. Collaborate with Property Management, Maintenance, and other departments to recommend and support implementation of practical risk mitigation strategies and loss prevention initiatives. Contribute to risk assessments for new developments, capital projects, and major operational changes in the affordable housing portfolio Security Risk Coordination Work collaboratively with the Security Coordinator and Assistant Security Coordinator to monitor security-related incidents and emerging risks. Coordinate documentation and claim support for incidents arising from security events, including property damage and liability exposures. Research and benchmark risk management, insurance, safety, and operational practices used by housing authorities, governmental agencies, insurers, and industry organizations. Monitor HUD guidance, industry regulations, carrier recommendations, and emerging technologies relevant to affordable housing risk and insurance. Develop data-informed recommendations for operational improvements, risk mitigation strategies, emergency preparedness, business continuity, and organizational resilience. Repayment Agreements, Tenant Refunds & HUD Adjustments Monitor repayment agreements for regulatory and policy compliance. Calculate tenant refunds and retroactive charges based on corrections. Track and document overpayments and underpayments to HUD and coordinate resolution with Finance. Third-Party Managed Property Oversight Conduct HAP, occupancy, and subsidy integrity reviews for third‑party managed sites submitting vouchers directly to HUD. Identify discrepancies and follow up with third‑party managers to resolve issues. Support Senior/Lead Compliance Managers in formal third‑party audit and monitoring activities. Audit Preparation & Internal Control Support Provide reconciliation documentation, data extracts, and corrective action evidence for HUD audits, Management and Occupancy Reviews (MORs), and internal audits. Identify trends, risk factors, and recurring errors and recommend corrective actions and process improvements. Reporting & Cross-Functional Collaboration Work closely with the Management Analyst and IT/Systems staff on reporting tools, data quality, and systems improvements. Assist in developing and updating standard operating procedures (SOPs) related to HAP, occupancy, and reconciliation workstreams. Knowledge, Skills, and Abilities Required Interpersonal Skills Strong written and verbal communication skills, including the ability to explain complex regulatory issues clearly. Program Knowledge Experience with HUD-assisted housing programs; knowledge of PBRA, Housing Choice Voucher/Section 8, LIHTC, HOME, and RAD. Public sector or quasi‑governmental agency experience, particularly in affordable or public housing. Resilience High level of accuracy, attention to detail, and follow-through. The ability to perform work with or without accommodation requires the ability to sit, stand, and walk; dexterity of the hands; clarity of vision, speech, and hearing; the power of observation; and other physical duties as required. Excellent organizational, administrative, and documentation skills. Software Proficiency Professional certification or progress toward certification in risk management, insurance, or related fields (e.g., ARM, CPCU, CRM). Experience with Yardi or similar property management/incident tracking systems in a housing environment. Experience developing dashboards, KPIs, or analytical summaries using Microsoft Power BI or comparable tools Education, Experience & Other Requirements Bachelor's degree in accounting, Business, Public Administration, Finance, or a related field; equivalent combination of education and relevant experience may be considered. Minimum five (5) years of experience in HUD housing programs, Multi-Family Housing Compliance experience preferred, HAP reconciliation, or a closely related field.
