Program Manager

Position Title: LCAT 1 - BPA Program Manager Location: Washington, DC 20515 Duration: 5 Year Contract Functional Responsibilities Overall administration of the BPA and all task orders issued under it. Task-order intake: reviewing CBO statements of work, developing level of effort, schedule, and pricing from J1 rates, and submitting task proposals. Resource and budget management across orders - assignment of contractor personnel and forecasting of labor burn rate. Execution and monitoring: daily progress oversight, schedule management, quality standards. Risk identification and mitigation across the portfolio. Stakeholder communication: liaison between contractor technical teams, the COR, and CBO executive leadership. Requirements translation - converting CBO business requirements into technical solutions and implementation plans. Minimum Qualifications Five (5) years of program management experience. Expertise in execution and oversight of major federal IT programs. Ability to communicate orally and in writing with senior-level executives. Ability to meet critical deadlines. Credentials Preferred Education: Bachelor's degree in an IT-related field. Preferred certification: PMP, or a minimum of 10 years of experience in lieu.
