This position is responsible for supervising and managing the department’s uniform patrol operations.
MAJOR DUTIES
Manages the operations of the Uniform Patrol Division. Performs administrative law enforcement functions to protect life and property, prevent the commission of crime, and preserve the peace; oversees all unit functions and guides staff to meet department goals and objectives. Manages training requirements for less-lethal tactics, less-lethal weapons, and firearms qualifications. Manages armory and gun range operations. Assists in recruiting, hiring, and training personnel; assists with the promotion process. Plans, assigns, schedules, supervises, and evaluates the work of personnel; rewards and disciplines personnel. Performs fiscal planning and budget management functions. Ensures compliance with policies, procedures, and applicable laws. Performs weapons, personnel, and vehicle inspections; reviews reports completed by subordinate officers for accuracy and completeness. Conducts shift briefings and roll call training. Monitors radio traffic. Ensures compliance with department policies and procedures. Addresses and resolves complaints and concerns. Responds to all major calls and assumes command until relieved by a superior officer. Patrols assigned zones; responds to calls; investigates complaints; detects and apprehends violators; issues citations and makes arrests; serves warrants. Supervises the department Field Training and Evaluation program; maintains files and completes reports. Responds to vehicle accidents and prepares reports; renders aid to injured persons; requests other assistance; directs traffic; investigates fatal incidents; draws diagrams. Conducts criminal and undercover investigations. Recruits and manages informants; obtains and serves arrest warrants; traces and recovers stolen property; conducts drug buys; conducts surveillance. Responds to crime scenes; identifies, collects, marks, and preserves evidence; takes photographs; collects fingerprints. Prepares completed case reports and prepares cases for court. Conducts internal investigations and prepares related reports; conducts background investigations for new hires. Administers computer voice stress analysis tests and prepares reports. Present crime prevention and safety presentations to schools, community groups, and the general public. Performs all other duties as assigned.KNOWLEDGE REQUIRED BY THE POSITION

Skill in the use of specialized law enforcement vehicles and equipment. Skill in working with the public. Skill in oral and written communication.SUPERVISORY CONTROLS
The Police Lieutenant assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.GUIDELINES
Guidelines include the Official Code of Georgia Annotated, federal law, local ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.COMPLEXITY/SCOPE OF WORK
The work consists of various management, supervisory, and law enforcement duties. The variety of duties to be supervised and preformed contributes to the complexity of the position. The purpose of this position is to direct and supervise department uniform patrol functions. Success in this position contributes to enforcement of the law and to the health and safety of the general public.CONTACTS
Contacts are typically with co-workers, other city personnel, vendors, attorneys, school staff and students, court representatives, Georgia POST employees, wrecker service personnel, informants, suspects, victims, witnesses, and members of the general public. Contacts are typically to provide services, to give or exchange information, to motivate persons, to justify or settle matters, or to resolve problems.PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping, The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors, in inclement weather and at emergency scenes. The employee may be exposed to contagious or infectious diseases, irritating chemicals, and dangers associated with law enforcement and emergency response activities. Work requires the use of protective devices and other specialized law enforcement equipment.SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over assigned personnel within an area, department, or unit.MINIMUM QUALIFICATIONS
Associates degree; and More than three years of related experience at the rank of Sergeant with the St. Mary’s Police Department required; or Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities to perform the work.
