Director of Business Operations

Title: Director II (Director of Business Operations) Agency: Health & Human Services Commission (HHSC) Location: Austin, TX Shift: Day Telework: Eligible for Telework Job Description Under the direction of the Associate Commissioner for State Supported Living Centers, the Director of Business Operations directs and oversees business and support services for the thirteen State Supported Living Centers (SSLCs) to ensure quality of services, consistency, and execution of the Associate Commissioner’s goals and vision. Responsibilities include strategic planning, technical assistance to program staff, liaison to other HHSC areas, compliance with ICF-IID regulations and HHSC policies, workforce development, data analysis and reporting, contract and special project oversight, leadership and staff management, and participation in executive leadership and committees. Essential Job Functions Attend work regularly and may be required to work specific shift schedules or overtime as per agency policy. Serve on the SSLC executive leadership team and coordinate with discipline coordinators and Assistant Directors of Administrations. Provide technical assistance on IT, maintenance, construction, workforce management, contracting, training, and budgeting. Oversee analysis, implementation, and documentation of program policies related to budgeting, policy research, and development. Oversee contracts and procurements for SSLCs and monitor vendor performance. Manage state-office staff, including hiring, evaluation, and personnel decisions, while fostering teamwork and resource allocation. Develop state‑wide operational policies, procedures, and guidelines governing SSLC business processes. Support state review teams in workforce development, application support, and life safety, traveling to SSLC sites as needed. Direct development and implementation of Corrective Action Plans (CAP) and Quality Improvement Plans (QIP). Provide training and technical assistance to ensure compliance with ICF‑IID and HHSC policies. Analyze reports and provide feedback on workforce and contract performance. Respond to information requests and coordinate legislative inquiries. Participate in disaster response and continuity of operations activities. Knowledge, Skills & Abilities Knowledge of management principles and techniques. Knowledge of state and federal laws, regulations, policies and rules related to programs. Knowledge of legislative process. Knowledge of support services areas such as human resources, IT, training, procurement and life safety. Skill in program staff management, communication, negotiation, conflict resolution, and relationship building. Skill in establishing, interpreting, and communicating policies and procedures. Skill in using logic and reasoning to evaluate alternatives and solve problems. Skill in using computers and office software (Word, Excel, PowerPoint, Access, SharePoint, and financial systems). Ability to develop and implement organizational vision and improve program performance. Ability to identify problems, evaluate alternatives, and implement effective solutions. Ability to provide oversight and direction across multiple locations and apply uniform or variable management strategies. Ability to establish goals, devise solutions to administrative problems, prepare comprehensive reports, and communicate effectively. Ability to plan, assign, and supervise work of others and solve complex problems affecting large organization operations. Qualifications Bachelor’s Degree preferred; at least two (2) years of experience in service delivery systems for persons with intellectual disabilities or related workforce operations. Experience with standards, rules, and laws related to ICF/IIDs or acute/long‑term care settings. Experience leading or supervising employees. Background & Eligibility Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, Employee Misconduct, LEIE). Flexibility in work hours may be required, including overtime, extended hours, weekends, and holidays.
