Policy Analyst and Briefing Specialist

Location: Albany, NY Category: Professional Positions Job Type: Full-time Posted On: Thu Jul 2 2026 The Chancellor's Policy Office is seeking a Policy Analyst/Briefing Specialist to provide analytic, research and policy support on a variety of exciting topics surrounding higher education, upward mobility, access initiatives and educational issues. The ideal candidate will be able to distill complicated policy issues to make recommendations to ensure informed decision making for effective solutions, and develop briefings, fact sheets and other policy documents for principal decision makers. The Policy Analyst will support the Policy Office's strategic initiatives portfolio, and liaise closely with offices such as the Chancellor's Operations Office, the Office of Government Relations, and other departmental offices on complex, high priority projects across the enterprise. Projects may include addressing emerging educational challenges, supporting transformation efforts, aligning initiatives with institutional goals, and monitoring relevant legislation and policy developments. The role will also be responsible for providing on a daily basis, fact sheets or briefing documents on chancellor's issues, press releases, and event materials. Responsibilities Conduct policy research and analysis. Provide high‑quality research information for chancellor or legislative briefings, including the regular update of factsheets and budget testimony fact book, and daily briefings. Provide general analytical support and interpretation of emerging educational policy research. Prepare clear, comprehensive reports and presentations to effectively communicate findings to internal and external stakeholders. Provide project management support for the strategic agenda. Actively monitor federal and state higher education trends. Review, understand, summarize and analyze legislation, regulations and other policies issues that impact campuses. Given the dynamic nature of the office, other duties may be assigned. Job Requirements Required Qualifications Bachelor's degree. Excellent writing skills, including short and long form documents. Detail oriented, with experience in developing fact sheets, slide decks, and short summaries from disparate sources of information. Ability to distill complex information into digestible formats and communication. Organizational skills and project management, including ability to meet deadlines. Ability to interpret research studies and draw meaningful conclusions. Excellent interpersonal skills and problem solving. Demonstrated experience and interest in higher education or educational policy. Preferred Qualifications Master's degree. 1–2 years of relevant experience. Additional Information Salary is dependent on a variety of factors, including but not limited to experience, education, training, and certifications. The range for this position is $75,000–$85,000 annually.
