Chief Healthcare Officer

Job Summary:

Chief Healthcare Officer (CHO) leads our programs that include complex care management, CalAIM initiatives, care transitions, family caregiver support and healthcare workforce development. Reporting to the Executive Director, the CPO will be responsible for providing strategic leadership and direction to ensure the delivery of high-quality, data-driven services that support people in living and aging with dignity in the community.

Key responsibilities include leading program expansion, developing and implementing innovative and sustainable programs, overseeing program budgets and financial performance, fostering strategic partnerships, ensuring compliance with regulatory and funding requirements, and providing leadership and supervision to program staff.

Essential Functions:

Strategic Leadership:

  • Provide strategic direction and vision for all programs.
  • Collaborate with executive leadership and the Board of Directors to develop and implement strategic initiatives that enhance program effectiveness and impact.
  • Translate evolving State and payer-driven initiatives into operationally viable program models within community-based settings.
  • Program Development and Management:
  • Lead the development, implementation, and evaluation of innovative programs that address the evolving needs of our community.
  • Oversee program budgets, resources, and staffing.
  • Monitor program outcomes and metrics.
  • Partnership and Collaboration:
  • Cultivate and maintain strategic partnerships with community organizations, government agencies, funders, and other stakeholders.
  • Navigate multi-partner environments with differing priorities, timelines, and data-sharing capabilities.

Compliance and Quality Assurance:

  • Ensure compliance with all relevant regulations, funding requirements, and accreditation standards.
  • Implement quality assurance measures to maintain program integrity and effectiveness.
  • Staff Development and Supervision:
  • Provide leadership, mentorship, and professional development opportunities to program staff.
  • Supervise program directors and managers.
  • Support teams in navigating high-acuity populations, complex cases, and system-level barriers to care.

Health Information Systems and Infrastructure:

  • Oversee the effective use of Electronic Health Records (EHR) and care management platforms to support care coordination, documentation, and reporting.
  • Ensure compliance with HIPAA and support data sharing across multi-partner environments.
  • Financial Oversight and Budget Management:
  • Develop and manage complex program budgets, including grant-funded and publicly funded initiatives.
  • Ensure alignment of program operations with value-based care models and reimbursement structures, including Medi-Cal (Medicaid) and Medicare.
  • Data-Driven Performance and Quality Improvement:
  • Lead the use of data systems and reporting tools to monitor and inform program design, program performance, operational decisions, and funding strategies.
  • Ensure accurate and timely reporting to leadership, Board members, and external stakeholders.

Qualifications:

  • Advanced degree in social work, nursing, public health, or a related field.
  • Minimum of eight years of executive leadership experience in the nonprofit and/or healthcare sector.
  • Excellent written and verbal communication skills.
  • Knowledge of Medicaid (Medi-Cal), CalAIM, Medicare, and managed care environments, including reimbursement structures and regulatory requirements.
  • Experience with Electronic Health Records (EHR) systems and care coordination platforms.
  • Knowledgeable about aging issues, community-based services, and healthcare delivery systems.
  • Commitment to diversity, equity, and inclusion principles.
  • Demonstrated ability to operate effectively in ambiguous, evolving program environments with competing priorities.
  • Demonstrated success in effectively mentoring and training staff.
  • Willingness to travel within the region, with a valid California driver's license and access to a reliable insured vehicle.

Preferred Qualifications:

  • Licensure such as LCSW, RN, psychology, related field is desirable.
  • Experience with Enhanced Care Management, care transitions, and community-based care models.
  • Experience in healthcare workforce development initiatives.
  • Spanish language proficiency is preferred.
