Position Purpose Performs skilled industrial electrician duties on the journeyman level in the installation, repair, and maintenance of wastewater systems and equipment. Essential Duties Measures, cuts, installs and assembles electrical conduit using appropriate tools and equipment Responsible for electrical and mechanical operations in addition to repairs of Racine Wastewater treatment plant, field maintenance garage, lift stations, safety sites and other sites maintained by the utility Plans layout, installs and repairs wiring, fixtures, apparatus, and control equipment Installs or connects power cables to equipment and provides for proper grounding Maintains and provides necessary repair to AC-DC control devices, AC-DC motors, commutators, transformers, cranes, hoists, elevators, batteries, power tools and appliances Wires switchboards, switchgears, transformers, meters, UPS, relays, and PLC’s Tests continuity of circuits to ensure electrical compatibility and safety of components Plans new or modified installations to minimize power failures, provide access for future maintenance, and provide consistency with specifications, local regulations and code May prepare sketches showing wiring location and utilize diagrams or blueprints in updating specifications and locations Observes the functioning of installed equipment to detect hazards and need for adjustments, relocation or replacement Performs related duties as assigned by Supervisor Conditions Of Employment Ability to work under moderately safe and comfortable conditions where exposure to environmental factors such as toxic agents may cause discomfort and where there is a risk of minor injury Ability to work in year‑round Wisconsin outdoor weather conditions with exposure to loud noises, damp, wet, and unpleasant odor Ability to walk extensively, often while carrying tools and supplies, and work in a standing position for long stretches of time Qualifications Journeyman electrician license with the State of Wisconsin with two years of progressive industrial experience required Ability to obtain Supervising Electrician Certification from City Electrical Inspector within 1 year or hold a Master License Proficiency with computer applications, including Microsoft Office Must possess a valid Wisconsin driver’s license and have a good driving record Preferred Qualifications Wisconsin Department of Natural Resources General Wastewater Operator’s License is desirable, but not required Knowledge, Skills And Abilities Ability to apply good work practices by planning work and utilizing materials efficiently Skill in analyzing, diagnosing, correcting mechanical failures and defects; including a working knowledge of electrical functions, principles and techniques Must have good electrical aptitude, verifiable by past work experience Ability to use test equipment such as Multimeter, Megger, Amp Meter, etc. Knowledge of generator operation and maintenance Motor control & logic control knowledge Knowledge of the installation and operation of 24,900 / 4,160 volt switchgear and feeders Ability to test and diagnose failure in lighting and power circuits Ability to work with and troubleshoot unit equipment Understanding of alarm, communications, lighting, power systems, timing relays, and transformers Knowledge and ability to connect circuits in main and distribution cabinets and boxes Ability to lay out jobs from prints and sketches, select materials, and maintain records, descriptions, blueprints, costs, and files Ability to solve problems of more than moderate difficulty with a minimum of supervision and direction Physical And Mental Abilities Requirements Ability to effectively communicate with the general public Ability to communicate with fellow employees to troubleshoot various unit processes Ability to effectively communicate with equipment suppliers, vendors, salespeople and contractors as it specifically relates to work involved in this position Physical Requirements Ability to engage in strenuous physical activity including stooping, standing, bending, kneeling, climbing, etc. Ability to lift 50 pounds Must have good dexterity and be in good physical condition and must not have a fear of heights (work off of ladders and scaffolds) Must be able to enter and work in permitted confined spaces Must be able to pass requirements for respirator use EQUIPMENT USED Vehicles, hand and power tools, hoists, instrumentation, personal protective equipment, various meters and equipment used in repair and installation of Network, PLC and other electronic systems. City Employee Benefits - 2026 Health Insurance 92.5% of the premium is paid by the City of Racine – either single or family. Centivo administers the PPO plans that are offered. Employees can choose from two high-deductible health plans and one low-deductible health plan, with two different networks offered. CVS Caremark administers our prescription plan. Payment of $50 per month to employees who waive health coverage. Health Savings Account (H.S.A.) A Health Savings Account is a tax‑beneficial savings account that can be used in conjunction with a qualified high‑deductible health plan. The funds put into an H.S.A. may be used on future eligible health‑care expenses without any taxation. The City makes a prorated, one‑time contribution to an employee’s H.S.A., with the amount of the contribution determined at the time of hire. The maximum contribution amounts are determined by the IRS each year. Racine Employee Health & Wellness Center The center, run by Ascension Wisconsin, is available to you and your dependents if enrolled in medical insurance. It provides comprehensive services including clinic visits, health coaching, and preventative exams and health screenings. Life Insurance City provides one unit equal to your annual earnings. Employee may buy additional insurance – each unit is equal to your annual earnings. Maximum additional life insurance is four units; for a total of five units at the maximum coverage. Cost depends on age and annual salary. Spouse and dependent life insurance is available – maximum coverage is $20,000 for spouse and $10,000 for dependents, cost is $3.20 per month or half for $1.60 per month. Pension Wisconsin Retirement System – contribution rate for 2026 is 14.4% funded 50% by the City of Racine and 50% by the employee. Rates can change per year depending upon approval through WRS. Vacation Less than 4 years of continuous service – 96 hours At least 4 years but less than 9 years – 136 hours At least 9 years but less than 14 years – 176 hours At least 14 years but less than 21 years – 216 hours At least 21 years of continuous service – 256 hours You may carry over up to 80 hours into the next year. During the first calendar year of employment, new employees shall earn vacation on a prorated basis based on the new employee’s start date. Holidays 13 paid holidays, 12 scheduled and 1 floating. Sick Leave Accrues at the rate of 1 day per full month worked. Casual Days You can earn up to 4 casual days based on the amount of sick time that you have accrued. You are also eligible for an additional casual day if you use 16 hours or less of sick time in the preceding year. Dental Insurance MetLife administers our dental plan with two options available to employees (Basic plan or Advanced plan). Employees pay the premium with a pre‑tax payroll deduction. The City of Racine pays for the Basic Employee premium if you are enrolled in medical insurance. Vision Insurance Superior Vision administers our vision plan with one option. Employees pay the premium with a pre‑tax payroll deduction. Flexible Spending Plans Medical and dependent care flexible spending accounts administered by Health Equity. The maximum contributions are determined by the IRS each year. Short Term Disability Policy Automatically enrolled in a short‑term disability insurance policy through MetLife, excluding Water and Wastewater Utility Employees. 70% of annual income, up to 13 weeks with a maximum benefit of $2,000 weekly. Employee Assistance Program The City of Racine offers an employee assistance program through Advocate Aurora. Parental Leave 320 hours of paid parental leave, if eligible for FMLA. Water and Wastewater Utility employees are eligible for 80 hours. Deferred Compensation Provided through Nationwide, Security Benefit (RPA/The Standard) or Wisconsin Deferred Comp. Supplemental Insurance Provided through AFLAC funded by payroll deduction. Accident, hospital & cancer policies are available. Tuition Reimbursement $4,000 per year, or 80% of the employee's total tuition cost, whichever is lower. Student Loan Repayment Program Administered by Bakertilly Vantagen; up to $1,200 per year for non‑City residents and $2,400 per year for City residents. Public Service Loan Forgiveness (PSLF) Government employees may qualify after making 120 payments toward their student loans while working full‑time in public service. Wellness Incentive Employees, spouses, and retirees covered by the City health insurance plan who complete the wellness incentive requirements are eligible to receive $200, spouses receive $100. Fitness Reimbursement Employees, spouses, and retirees covered by the City health insurance plan are eligible for 50% reimbursement of their annual membership fee up to a maximum of $200 per household. Reimbursement also includes fitness classes and weight reduction programs. City of Racine Residency Employees who are not represented are eligible for a 4% per hour pay differential if they provide proof of residency; differential rates vary by union affiliation. Homebuyer Down Payment Assistance Program Offers up to $10,000 in down‑payment and closing‑cost assistance for eligible employees; submission deadline August 1, 2026.
