Overview
The Clinical Director, Behavioral Health provides clinical leadership and oversight for assigned behavioral health and/or social service programs across Memorial Health. The role is responsible for ensuring that services are clinically appropriate, safe, ethical, evidence-based, and delivered in compliance with applicable laws, regulations, accreditation standards, and organizational policies. The Clinical Director plays a key role in supporting Memorial Health’s behavioral health and social services continuum by promoting consistent clinical practice, strengthening continuity of care across programs and levels of service, and addressing clinical variation that may impact quality, safety, access, or outcomes. Through clinical oversight, consultation, and standard-setting, the Clinical Director supports coordinated and effective care as individuals move across access, crisis, treatment, integrated care, recovery, and social service supports. The Clinical Director functions as a clinical authority and subject matter expert within assigned service areas, providing guidance to Managers and Supervisors and supporting alignment between clinical standards, regulatory requirements, and day-to-day clinical practice. This role provides essential clinical input into program planning, resource considerations, quality improvement efforts, and system-level initiatives that support safe, compliant, and integrated care delivery across Memorial Health.
Education
Qualifications
- Master’s degree in behavioral health discipline (e.g., Social Work, Counseling, Psychology, or related field) required.
Licensure/Certification/Registry
- Licensure as a LCPC, LCSW, or equivalent is required.
Experience
- Minimum of 5–7 years of clinical experience in behavioral health settings
- Experience in community mental health, outpatient behavioral health, crisis services, integrated care, or health care
- Prior experience providing clinical supervision, consultation, or clinical leadership preferred
- Experience working in regulated environments (e.g., CMHC, Medicaid-funded services, accreditation standards)
- Experience providing clinical oversight across multiple programs or service lines
Other Knowledge/Skills/Abilities
- Understanding of behavioral health and social services delivered across a continuum of care
- Understanding of evidence-based behavioral Strong communication and collaboration skills
- Sound clinical judgment and ethical decision-making
- Understanding of multidisciplinary team-based care
- Ability to identify clinical gaps, handoff challenges, and variation across programs and levels of service
- Ability to interpret regulatory requirements and translate them into clinical practice expectations
- Familiarity with quality improvement methodologies and clinical risk management concepts
Responsibilities
Clinical Oversight & Standards
- Establish, maintain, and oversee clinical standards, guidelines, and models of care for assigned behavioral health and/or social service programs
- Ensure clinical services are delivered within appropriate scope of practice, ethical standards, and professional guidelines
- Promote consistency in clinical assessment, service planning, documentation, and delivery across programs and settings
- Provide clinical consultation and guidance on complex cases, ethical dilemmas, and clinical decision-making within assigned scope
Regulatory, Accreditation, and Compliance Support
- Ensure clinical practices align with applicable federal, state, and local regulations, accreditation standards, and payer requirements as they relate to clinical care
- Serve as a clinical subject matter expert in the interpretation and application of regulatory and accreditation standards to clinical practice
- Support audits, reviews, and accreditation activities by providing clinical oversight, guidance, and corrective action input
- Partner with Compliance and Quality teams to address clinical findings, develop corrective action plans, and sustain compliance over time
Quality, Risk, and Safety
- Monitor clinical quality indicators, trends, and outcomes within assigned programs
- Participate in the review of critical incidents, sentinel events, and high-risk cases to identify clinical risks and improvement opportunities
- Identify systemic clinical risks related to service delivery, access, continuity of care, or practice variation
- Lead or support clinical quality improvement initiatives focused on safety, effectiveness, and consistency of care
Clinical Supervision Frameworks & Workforce Support
- Define expectations for clinical supervision, competencies, and professional practice in collaboration with Managers and Supervisors
- Provide clinical consultation and guidance to Managers and Supervisors regarding colleague development, performance, and scope-of-practice concerns
- Support clinical remediation, coaching, and corrective action related to quality-of-care or practice issues
- Promote a culture of professional accountability, learning, and continuous improvement across clinical and social service teams
Continuum of Care & System Alignment
- Support continuity and coordination of care across behavioral health and social service programs and levels of service
- Identify and address clinical handoff challenges, gaps, and barriers impacting transitions between programs
- Provide clinical input into program design, redesign, and service integration efforts to strengthen the continuum of care
- Promote trauma-informed, recovery-oriented, and culturally responsive practices across assigned programs
Clinical Input into Planning & Resource Decisions
- Provide clinical input into program planning, staffing models, and resource allocation discussions
- Identify and communicate clinical implications of access, capacity, or resource constraints
- Advise leadership on clinical risks, quality considerations, and patient impact related to operational or resource decisions
Strategic and System-Level Clinical Contribution
- Contribute clinical expertise to system-level planning, program development, and service integration across behavioral health and social services
- Identify clinical trends, service gaps, and emerging community needs to inform organizational priorities and planning efforts
- Assess and communicate the clinical implications of strategic initiatives, policy changes, and system redesign efforts
- Support implementation of strategic initiatives by translating organizational priorities into clinically appropriate standards, practices, and expectations
- Partner with leadership to ensure strategic decisions are informed by clinical quality, safety, access, and continuity-of-care considerations
