Summary This position is organizationally aligned to the Education Service, at the Edward Hines Jr. VA Hospital (578), Hines, IL - a complexity level 1a VHA facility. The primary purpose of this position is to provide program analysis work in support of daily operations, which include identifying and resolving a full range of administrative and personnel concerns affecting the Education Service. Major Duties Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees accountable for satisfactory completion of work assignments. Appraises the subordinate worker's performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels. Performs analytical and evaluative work associated with program activities. Incumbent plans, develops, administers, and supervises policies, procedures and programs to efficiently and better accomplish the mission of the service at the Hospital. Coordinates the preparation of all recurring and nonrecurring reports as required for VA Headquarters, and VISN12, quality improvement plan, JCAHO, CDR, CMR, financial/budget, ILL/copyright, service contracts, yearly journal purchases, and is the service's Collateral Duty Safety Officer. Oversees suggestion and award, quality, and/or productivity programs. Oversees productivity programs in single mission/program organizations. Responsibilities also include planning, developing and directing the administrative and program activities relating to budgeting, reference services, satellite broadcasts, interlibrary loans, circulation, journal maintenance and Library and Medical Media program coordination. Performs program cost analyzes such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs. Organizes and operates an accounting system which tracks all obligations from service funds, obligations from other funds, subaccounts, outstanding orders, received orders, salary expenditures and fund adjustments. Prepares estimated obligations and spending reports for the Hospital management yearly budget meetings. Conducts portions or phases of a cost-effectiveness study for operating or administrative programs. Performs other related duties as assigned. Work Schedule: Full time Monday-Friday 8:00am-4:30pm (Overlap tour of duty may be required pending department/facility customer service requirements as needed) Telework: This position is not authorized for telework. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge in applying, a wide range of program management and administrative expertise, mature judgement, and the ability to interact with health care professionals and Managers in an effective manner. High energy and creativity are required to manage tasks without precedent. The incumbent must be aware of the Hospital's patient care mission and administrative responsibilities and recommend actions which will assure mission accomplishment. Knowledge of and ability to apply a level of expertise to a wide range of principles, theories and processes of management with a high degree of resourcefulness, ingenuity and inventiveness to a variety of studies, investigations and assignments. Expertise in applying a wide range of methods used to gather, analyze and evaluate information concerning management processes, draw conclusions and recommend appropriate action. Ability to analyze extensive program data/interrelationships and coordinate the preparation of accurate and reasonable program plans and proposals. Extensive knowledge of a wide range of program management policies, concepts, practices and principles in order to analyze and develop recommendations for improvement in program operations and objectives. Extensive knowledge of complex, interrelated activity missions, organization, functions and operations. Knowledge of and skill in using management information system(s), office automation systems and processes, computer applications, principles and techniques, including the ability to develop and implement new automated systems for control and support of interrelated program operations. and/or Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. and/or Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the second year. Preferred Experience: Minimum 2 years of experience as a Program Analyst, Previous experience managing budgets, Prior experience serving as an Administrative Officer. Work Environment: The work is performed in a office setting; normal safety regulations and precautions must be observed.
