Construction Manager Position Overview

The Construction Manager (CM) will provide full-time onsite construction management support for VA's EHRM Infrastructure Upgrades project at the Bath Veterans Affairs Medical Center (Bath VAMC), located at 76 Veterans Ave, Bath, NY 14810. This is a strong opportunity for an experienced construction professional who enjoys working in an occupied federal healthcare environment, supporting quality and safety outcomes, and preparing clear field documentation for COR review.

The CM serves in a contractor support role under COR coordination. This role focuses on field observation, documentation, and practical recommendations while preserving Government decision-making authority for acceptance, rejection, direction, approvals, and contract changes.

Construction Manager Key Responsibilities

Field Coordination & Construction Oversight

  • Work onsite at Bath VAMC in close coordination with the COR, VA stakeholders, A/E representatives, the General Contractor, testing agencies, and project team members
  • Observe and document whether construction activities appear consistent with contract documents, approved schedules, safety requirements, and VA standards
  • Conduct routine field observations, document progress, identify issues, and recommend follow-up actions for COR consideration
  • Support progress meetings, field coordination discussions, issue-resolution efforts, and action item follow-up

Quality, Safety & Deficiency Tracking

  • Conduct daily field inspections and prepare clear inspection documentation identifying area of work, phase of project, work observed, percent complete, quality issues, safety observations, and tasks completed
  • Track observed defects, omissions, nonconforming work, and corrective actions through closure in coordination with the COR and construction contractor
  • Monitor construction contractor compliance with current safety regulations, labor standards, environmental requirements, and project-specific quality requirements
  • Support QA, testing, inspection, commissioning, and issue-tracking processes using photo documentation and VA-required reporting tools
  • Share timely field data and practical recommendations with the COR and Safety Officer to support correction of safety, quality, and environmental issues

Schedule, Submittal & Cost Support

  • Monitor construction progress against the approved schedule and help identify delays, slippages, and practical schedule recommendations
  • Support review of submittals, RFIs, progress schedules, closeout materials, O&M data, and other construction administration documents as directed by the COR
  • Assist with General Contractor pay application reviews by comparing work billed against work observed and completed in place
  • Support change order documentation, cost estimate reviews, schedule impact analysis, and claims/dispute support when requested

Document Control & Reporting

  • Maintain daily logs, inspection reports, deficiency lists, field notes, photo documentation, and construction administration records as directed by the COR
  • Prepare weekly summaries of daily inspections, identifying work areas, project phase, tasks observed, schedule relationship, percent complete, quality issues, and safety concerns
  • Use Autodesk Build/Autodesk Construction Cloud as the official project communication and collaboration platform for required project records, correspondence, photos, reports, and action items
  • Maintain marked-up project plans, specifications, closeout materials, O&M documentation, and as-built information for Government review and final turnover
  • Support Project Tracking Report updates, schedule inputs, cost inputs, and construction status documentation when requested by the COR
  • Provide the COR a monthly breakdown of hours spent on the assigned project

Construction Manager Required Deliverables

  • Daily inspection logs documenting work observed, inspections completed, quality issues identified, safety observations, and tasks completed
  • Weekly inspection summaries submitted to the COR, including area of work, project phase, tasks observed, schedule relationship, percent complete, defects, omissions, and safety observations
  • Quality reports identifying construction deficiencies, omissions, corrective actions, and recommended follow-up
  • Submittal, RFI, schedule, closeout, O&M, and construction administration review support materials when requested by the COR
  • General Contractor pay application review support, including comparison of work billed against actual work completed on the project
  • Issue resolution records, deficiency tracking logs, safety/environmental concern documentation, and corrective-action recommendations
  • Autodesk Build/Autodesk Construction Cloud records, photos, reports, action items, and official project correspondence as required by the contract
  • Monthly project-hours breakdown provided to the COR

Construction Manager Qualifications

Required Experience and Technical Competencies

  • Directly related construction management or construction administration experience, including field inspections, quality assurance monitoring, safety observations, schedule coordination, submittal/RFI support, and documentation of construction progress
  • Ability to read and interpret construction drawings, specifications, schedules, RFIs, submittals, shop drawings, closeout documents, and O&M materials
  • Working knowledge of construction practices, site operations, quality control, safety compliance, testing coordination, change management, and field documentation
  • Ability to communicate effectively with VA stakeholders, A/E representatives, contractors, subcontractors, testing agencies, and project team members
  • Ability to identify nonconforming work, document deficiencies, track corrective actions, and recommend practical resolution steps for COR consideration
  • Ability to prepare clear daily logs, inspection reports, deficiency lists, weekly summaries, photo documentation, and written recommendations

Standards, Credentials, and Training

  • Familiarity with VA project delivery, VA Technical Information Library standards, healthcare coordination, OSHA requirements, and project controls practices
  • Ability to obtain and maintain required VA access credentials, including PIV/visitor badge requirements, favorable NACI background check, and required VA training
  • Ability to request access to and use the VISN 2 Autodesk Build/Autodesk Construction Cloud platform and complete required ProductivityNOW training within required contract timeframes
  • Complete OSHA 30-hour safety training within 60 days of construction NTP and complete required VA access, privacy, and cyber security training within required contract timeframes
  • S. Citizenship is required for this contract; candidates must be able to meet this requirement for assignment to the project
  • Maintain compliance with VA information release restrictions, Government ownership requirements for contract deliverables, and any required non-disclosure or conflict-of-interest requirements

Preferred Qualifications

  • Bachelor's degree in construction management, engineering, or architecture from an accredited university preferred; directly related experience may be considered in lieu of education consistent with solicitation requirements
  • At least 7 years of related construction management or construction administration experience preferred by HFS
  • VA, VISN 2, federal healthcare, EHRM infrastructure, Autodesk Build/ACC, or occupied-facility construction experience preferred

Construction Manager Work Conditions

  • Full-time onsite support at Bath Veterans Affairs Medical Center (Bath VAMC), 76 Veterans Ave, Bath, NY 14810
  • Generally 40 hours per week during normal workdays, with authorized night, weekend, federal holiday, or other after-hours support as needed based on project requirements and field COR coordination
  • Follow VA access procedures, including visible use of a PIV card or visitor badge while onsite
  • Anticipated period of performance includes a base year and one option year, with the option year following the base year if exercised
  • Basic onsite office essentials, including desk, chair, power, and lighting, will be provided by the Government; the contractor is responsible for required communication equipment, computers, Microsoft Project-compatible scheduling software, and other essential software needed to perform the work

Compliance and Reporting: Reports, deliverables, inspection records, photos, and project documentation will be submitted electronically in accordance with COR direction and applicable contract timeframes. The CM will document observations, provide recommendations for COR consideration, and perform duties in accordance with VA direction, applicable standards, and contract requirements while maintaining the appropriate contractor support role.
