Maintenance of Signal Supervisor

Description Under the general direction of the Signal Manager, the Signal Supervisor plays an integral role in the delivery of signal‑related maintenance, projects, and programs necessary to provide safe, convenient, reliable, and user‑friendly public transportation services. The position involves oversight, coordination, and administration of contractors, consultants, and staff on projects within the District in the planning, maintenance, and construction of railroad signal facilities and systems. Distinguishing Characteristics This position is distinguished by its responsibility for planning, supervising, monitoring, auditing, and reporting on employees and contractors engaged in right‑of‑way (ROW) maintenance, repair, or construction. The Signal Supervisor is responsible for supervising daily maintenance and repair activities, including the supervision of employees and contractors assigned to perform these functions. The incumbent must demonstrate foresight and mature judgment in planning, organizing, and coordinating maintenance work that may require interaction among multiple divisions and external agencies. Supervision Received and Exercised The position reports to the Signal Manager and may guide the work of other District staff, contractors, and/or consultants. It is expected to participate in sharing expert knowledge and serve as a vital member of various project teams. Working Conditions Normal working conditions involve both office and field settings. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required. Work hours vary in length and schedule; night and weekend work will be required. Essential Functions Plan and supervise maintenance operation activities, provide service quality, and ensure compliance with regulatory requirements and safety management system principles. Plan, develop, and schedule work and training that supports the maintenance of the signal system and related equipment for NCTD operations. Monitor and inspect the ROW, maintenance facility, and signal equipment to evaluate service quality and compliance with NCTD policies, procedures, and regulatory requirements. Order material required for maintenance and special project activities. Review, monitor, and generate reports, documents, and records for compliance with FRA and CPUC signal system requirements. Assist with signal oversight on NCTD projects. Conduct field inspections to oversee signal activities on SANDAG or NCTD capital projects. Recommend updates and changes to policies and procedures for areas of responsibility. Prepare written documentation on the results of signal system equipment repairs, tests, and inspections. Participate in audits and efficiency testing in accordance with NCTD rules and other regulatory requirements. Maintain accurate records and prepare correspondence and periodic reports. Respond to priority/emergency situations and provide on‑call assistance and service when needed. Ensure that projects are completed within budget and on schedule. Troubleshoot issues with key personnel within the District, as well as with consultants and other agency personnel on the local, state, and federal level. Review work order and maintenance management information systems. Investigate complaints regarding unsafe or hazardous conditions. Assist in the development of work plans and checklists. Assist in the development of procedures and maintenance plans to ensure safe practices and consistency with industry standards. Prepare for and participate in FRA, CPUC, FTA, and NCTD audits. Perform other duties as assigned. Qualifications Education / Experience Bachelor’s degree in electrical engineering or a related field is strongly preferred. Minimum five (5) years of directly relevant railroad signal maintenance experience on a Class I railroad or major commuter rail system, including experience in overseeing the installation, adjustment, and testing of signal‑related work. A combination of experience/skills and education may be considered to fulfill the requisite knowledge, skills, and abilities. Certificates / Licenses Possession of a Signal Training Certificate. Possession of and the ability to maintain a California driver’s license, class C, with less than six (6) points in the preceding 36‑month period and no DUIs in the prior seven (7) years. Must be able to become and maintain GCOR Qualified on NCTD‑owned railroad properties. Must be able to obtain and maintain access to Marine Corps Base Camp Pendleton. Must be able to become RWP Qualified on NCTD‑owned railroad properties. Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics. General Requirements Strong working knowledge of pertinent code and regulatory requirements of agencies such as the FRA and the CPUC. Knowledge of railroad signal engineering principles, with demonstrated experience with railroad systems and operations. Working knowledge of signal standards such as AREMA, BNSF, or Union Pacific. Working knowledge of computer‑aided design systems, word processing, spreadsheets, databases, presentation, and scheduling software as it relates to project management. Ability to create and maintain relationships through excellent communication and team‑building skills. Knowledge of multiple facets of the railroad, including stations, earthwork, drainage, grades, clearances, signaling, surveying, operations, alignment, and special track work structure. High degree of creativity, foresight, and mature judgment in planning, organizing, coordinating, and solving construction problems. Strong verbal and written communication skills, including the ability to prepare and deliver clear and concise reports. Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources. Demonstrated use of discretion and judgment in execution of duties. Ability to manage and maintain simultaneous, transitional, and emerging priorities. Demonstrated proficiency in computer software programs including Microsoft Office Suite. Ability to respond in person to system emergencies and problems on any shift and under any weather or time‑of‑day circumstances.
