Join the Department of Children, Youth, and Families (DCYF) Early Learning Division as a Management Analyst 5 (MA5) Quality Assurance Supervisor. In this role, you will help ensure Child Care Subsidy Program (CCSP) funds are appropriately used to support eligible families in accessing high-quality early learning services. As a key leader within the Quality Assurance/Continuous Quality Improvement (QA/CQI) Unit, you will bring strong organization, communication, and leadership skills to a team focused on accountability, quality, and successful outcomes for Washington's children and families.The Opportunity: As the Quality Assurance Supervisor, you will co-manage the Child Care Subsidy QA/CQI Team and oversee CCSP Program Integrity, helping ensure the department meets regulatory and statutory requirements related to provider payments and family eligibility. You will supervise a team of nine seasoned and newer staff and work closely with a counterpart supervisor to provide coordinated leadership and consistency across the unit. This position is key to the functionality and success of the QA/CQI Unit and will lead staff through a revised Quality Assurance system while providing expert-level analysis, advice, and consultation to Early Learning leadership on program integrity. You will collaborate with multidisciplinary teams across agencies, divisions, and collective bargaining units and regularly interact with auditors, call center staff, child care providers, and other partners to strengthen program integrity and support effective service delivery.Some of what you will do:Develop, modify, and maintain processes to ensure program integrity for providers receiving child care subsidy payments.Coordinate program integrity activities across intradepartmental and interagency teams.Gather and analyze data; develop and maintain complex reports to support decision-making and coordinate work across multiple departments.Provide guidance and technical assistance to Quality Assurance staff on auditing and audit calibration.Co-lead internal child care subsidy fraud referral, reporting, and tracking activities; maintain referral records and report investigation outcomes from the DSHS Office of Fraud and Accountability.Plan, assign, and review staff work; adjust assignments and schedules to maintain appropriate staffing levels and respond to changing workloads.Evaluate employee performance, prepare performance appraisals, and identify and address staff training needs.Provide coaching and support related to performance, workplace issues, recognition, discipline, and career development.Required Qualifications:A Bachelor's degree in business administration, public administration, law, public health, health administration, or a compliance-related field; AND four (4) years of experience conducting research and analyzing policies, laws, rules or regulations; or compliance audit and program management.OR Equivalent combination of education and experience conducting research and analyzing policies, laws, rules or regulations; or compliance audit and program management totaling eight (8) years.Five (5) years of professional supervisory experience supervising direct-report employees.The ability to take action to learn and grow.The ability to take action to meet the needs of others.In addition to those required qualifications, our ideal applicant will also have some or all of the following:A Master's degree in business administration, public administration, law, public health, health administration, or a related field.Two (2) years of experience as a Quality Control Specialist, Public Benefits Specialist 4 or 5 or equivalent.A knowledge of Child Care Subsidy practices, data and reporting systems, child care billing and records requirements, and child care administrative rules.How do I apply?
