At CoBank, the Chief Risk Officer (CRO) is a senior executive responsible for enterprise-wide oversight of risk management for a large US cooperative corporate bank with assets over $200BN. The CRO serves as the principal risk advisor to the CEO and the Board of Directors, ensuring that material risks are identified, measured, monitored, controlled, and reported in a manner consistent with the Bank's risk appetite, capital strength, liquidity profile, and long-term financial sustainability. The CRO designs, manages, directs, and determines strategy for the bank's risk management functions including credit risk, market & liquidity risks, and operational risks including fraud, enterprise security (cyber and physical), anti-money laundering and business continuity. The CRO contributes to the overall management of the bank through participation at the executive level in the development and execution of enterprise-wide strategic and operating objectives and plans. The CRO is responsible for building and maintaining strong relationships with the Farm Credit Administration, the Federal Farm Credit Banks Funding Corporation and other governmental, industry, financial, and community groups to enhance CoBank's risk management capabilities, performance and business effectiveness. The CRO is responsible for managing, directing and providing strategy to the bank's credit approval, special assets, collateral audit and credit development and other credit related functions. Further, the CRO is responsible for independent oversight of the interest rate and liquidity risk management of the bank, including other market risks managed by the Bank. The CRO contributes to the overall leadership of the bank through participation at the executive level in the development of strategic and operating objectives and plans and also serves as a member of senior committees of the bank, including the Management Executive Committee (MEC), Asset/Liability Committee (ALCO), Country Risk Committee, Disclosure Committee, Budget Committee, Loan Committee (CLC), and a number of other governance and operating committees.

Essential Functions

• Leadership, talent strategy, workforce planning, development, performance management, direction, and day-to-day management for the Risk Management Group (RMG) to ensure effective allocation and deployment of resources in alignment with strategic objectives and the CoBank's business plan, as well as with CoBank's strategy and mission. Overseeing and leading second line risk management functions of Credit, Market & Liquidity, and Operational Risks.
• Ensures overall bank activities are consistent with Bank's risk appetite. Helps shape and communicate risk appetite with management and the board across Bank's business areas using quantitative and qualitative framework(s).
• Fosters a strong risk culture, promoting accountability, transparency, and timely escalation across the Bank.
• Builds, leads, and develops a high-performing risk organization with strong technical depth and business credibility. Selects, develops, and motivates a highly qualified management team. Grants authorities appropriate for each position, sets standards of performance, evaluates performance of managers, and approves personnel transactions within delegated authorities.
• Chairs various bank and risk committees, including providing procedures and documentation of actions, recommendations for further delegation and approval authority, limits, and recommendations for administrative actions or official committee positions.
• Develops the annual portfolio strategy, providing guidance on portfolio management, and producing the quarterly risk repor/ts while ensuring constructive partnership with business lines.
• Provides and maintains a sound and consistent set of underwriting policies, standards and guidelines, and general risk philosophy to be utilized in all lending & leasing and other functions across the bank.
• Maintains and recommends changes as needed to business origination policies and directions, including presentation to the Board for approval.
• Oversees enterprise-wide stress testing, scenario analysis, and risk analytics supporting capital planning and balance-sheet resilience.
• Works with other units of the bank to assure that the Farm Credit System Cooperation Philosophy is successfully implemented. Participates in the System-wide Risk Management Committee Workgroup.
• Provides accurate and timely monitoring and assessments to bank management and the Board Risk Committee and Joint Audit & Risk Committee on the quality of the bank's risks including the loan portfolio, high-risk loans and industry issues and opportunities.
• Provides regular updates on conditions to the CoBank Board, FCA, investors and others as needed.
• Articulates a strategy and executes to continuously improve the enterprise-wide risk management capabilities of a large and complex bank in the context of high and rising risk management needs and regulatory expectations.

• Ensures risks are appropriately measured, priced, monitored, and reported throughout the organization and including high-quality risk reporting to the Board Committees including emerging risks, limit breaches, and trend analysis.

Education

• Bachelor's Degree required
• Master's Degree preferred
• FRM, PRM, CFA, or related certifications preferred

Work Experience

• 20 years of progressive relevant experience; experience must also include progressive management experience and multi risk disciplines (credit, market, and operational risk) required
• Corporate/investment banking and market/interest rate risk experience for a medium to large corporate bank(s) required
• Demonstrated experience working with US Bank regulators in a Heightened Standards or large-bank supervisory environment required

The typical base pay range for this role is between $412,400 - $515,540. Compensation may vary based on individual job-related knowledge, skills, expertise, and experience. This position is eligible for a discretionary annual incentive program driven by organization and individual performance.
