The City of Muscatine is seeking services for a limited term, contracted position to manage its Lead Hazard Reduction and Healthy Homes Grants programs made available through the U.S. Department of Housing and Urban Development (HUD).
The Lead Hazard Reduction and Health Homes Grants Program Manager (“Program Manager”) will coordinate activities funded through the Lead Hazard Reduction Grant Program (LHRG) and Healthy Homes Grant Program (Healthy Homes). The Program Manager reports directly to the Community Development Director for the City of Muscatine. The Program Manager will lead grant implementation and coordination efforts including responding to inquiries, assisting with outreach, application processing coordination with internal and external
entities, ensuring grant compliance, solicitation of contractors, contract management, quality control inspections, processing payments, documenting outcomes and preparing required reports.

Starting wage is $53,331 with excellent benefits

Qualifications include:

• High school graduate or equivalent. Bachelor’s degree in human services and two years of experience working with clients or customer service preferred. Other combinations of education and experience will be considered.
• Must obtain Lead Inspector/Risk Assessor, Lead Abatement Contractor, and Lead Safe Work Practices certifications obtained within a reasonable timeframe of starting.
• Possession of a current valid driver’s license and continue maintenance of the license throughout employment. Ability to be covered by the city insurance company.
• Knowledge of the methods and practices of modern office procedures.
• Skill in identifying and addressing special human and social needs of low-income families.
• Considerable skill in originating and maintaining thorough, accurate, orderly records
• Ability to assemble and interpret data, and to think critically about data for the purposes of preparing various reports and making program adjustments
• Skill in performing routine mathematical calculations with speed and accuracy.
• Ability to engage in cordial, cooperative, and professional interactions with other employees, officials, clients, community groups, and the general public.
• Considerable ability to work independently and maintain confidentiality.
• Ability to meet and communicate effectively with the public – orally and in writing.
• Ability to read, interpret, and explain technical information and material.
• Ability to maintain regular and punctual attendance at work.
• Physical and drug screen required prior to hire/Must live within 30 air miles of City Hall and in Iowa.
• Ability to communicate in Spanish; both orally and in writing preferred.

The Program Manager is required by the terms of the grant to complete lead safe work practice training, become a certified lead inspector risk assessor, and a certified lead abatement contractor. These trainings may have occurred previously or will need to be completed within a reasonable timeframe of starting as Program Manager.
