Owner's Representative

The PROCEDEO Group, a national design and construction program management firm, is seeking an Owner’s Representative to support K-12 educational projects in the DFW metroplex. In this role, you will act as the owner’s advocate, overseeing the planning, coordination, and execution of projects to ensure alignment with budget, schedule, scope, and quality expectations. Responsibilities include managing project budgets and schedules, coordinating with architects, engineers, contractors, and other stakeholders, and ensuring projects are delivered in accordance with contract requirements and established standards. This role requires a strong on-site presence and close collaboration with project teams and client representatives to proactively identify risks, maintain clear communication, and drive successful project outcomes. Key Responsibilities Manage overall project delivery—including scope, cost, schedule, quality, and information management—across multiple projects. Support the Design Manager in project development from programming (scope-to-budget) through permitting, in alignment with company objectives. Oversee, manage, and administer contract agreements for architects, consultants, contractors, and additional vendors. Monitor project budgets, schedules, scope development, design documentation, construction contracts, and project controls. Review and process invoices for architects, consultants, and all other vendors. Serve as the primary point of coordination with site-based administrative leadership to ensure collaboration, minimal operational disruption, and effective communication. Manage the permitting process and ensure compliance through Certificate of Occupancy issuance. Maintain full understanding of all project contracts (Architect, General Contractor, etc.). Follow all company project controls processes and procedures. Provide meeting notes—including action items, deadlines, and responsible parties—within 48 hours of all meetings attended. Do not direct architects or contractors in ways that may alter scope, cost, or schedule; all changes must be communicated in writing to the Construction Manager/Senior Construction Manager according to change management procedures. Do not make unauthorized commitments to stakeholders; all requests must be escalated in writing to appropriate supervisors. Update the internal operations tracking system (OPEX) weekly and communicate key updates to supervisors and the Program Director. Prioritize high-impact tasks: process certified pay applications within 48 hours, process PCOs within 48 hours, manage schedule updates, and report expected delays promptly. Assist the Design Manager with design reviews and cost estimate evaluations with the CMAR team for assigned projects. Attend pre-bid and post-bid evaluation meetings for construction contracts. Assist with preparing the Notice of Award, contract execution documents, and the Notice to Proceed. Draft Notices to Proceed (NTP) for supervisor review. Ensure all “Issued for Construction” documents are uploaded and tracked in Procore. Review and approve contractor pay applications, contingency expenditures, allowances, and change orders. Coordinate with designated teams for hazardous materials consultants and abatement processes (as applicable). Oversee project phasing plans and coordinate with site leadership for logistics such as temporary spaces and relocations. Coordinate all project-related teams including abatement, IT, commissioning, movers, FF&E, warehouse, etc. Immediately notify supervisors of major site incidents and submit formal incident reports within 5 days. Manage monthly pay application walkthroughs and ensure timely internal and external review. Address claims promptly and issue a formal response to the contractor within 48 hours. Process architect-certified pay applications within 48 hours and forward to Project Controls. Follow all change management procedures. Coordinate required material testing, roof inspections, commissioning, and test & balance activities. Provide monthly construction progress updates—including milestones, photos, and percentage completion—by the 1st of each month. Issue notices for non-conforming pay applications in coordination with Project Controls. Follow substantial completion procedures and formally notify supervisors when milestones are achieved. Manage construction schedules, including baseline approval, weekly updates, recovery schedules, and communication of any schedule impacts. Attend weekly OAC meetings and perform regular site visits. Prepare and submit BOE backup packages as directed. Respond to all client inquiries within 24 hours with a clear action plan and timeline. Comply with AE/GC change request procedures. Provide written recaps of site visits within 24 hours (except when conducted during scheduled OAC or pay app walkthroughs). Follow the chain of command and keep leadership informed of project discussions and decisions. Track custodial overtime and support Project Controls in completing related documentation. Follow all project close-out procedures. Comply with executed warranty procedures. Prepare and submit BOE packages for closeout and release of retainage. Coordinate project closeout activities with the Project Controls Closeout Assistant. Perform all other tasks and responsibilities as assigned. Qualifications Proven experience managing multiple construction projects simultaneously, including oversight of project scope, budgets, schedules, quality, and overall project delivery. Strong knowledge of construction management processes, contracts, permitting, change management, project controls, and project closeout procedures, preferably within K-12 or public sector environments. Experience supporting K-12 educational facility projects with an understanding of campus operations, stakeholder coordination, phased construction, and minimizing disruption to school activities. Excellent communication and organizational skills, with the ability to collaborate effectively with architects, contractors, consultants, site leadership, and cross-functional teams in a K-12 or public sector project environment. Strong leadership, problem-solving, and customer service skills with the ability to manage competing priorities, provide timely follow-up, maintain detailed documentation, and support successful project execution from design through closeout.
