I am seeking an experienced Vice President of Residential Property Management to lead my client's management of our residential portfolio of approximately 2,700 apartments, located primarily in New York City. Reporting to the CEO, the Vice President is accountable for the financial performance, physical condition, regulatory compliance, and resident experience of the portfolio. This leader will set operating standards, develop a high-performing team of property managers and on-site staff, and partner closely with ownership, asset management, accounting, construction, and leasing to grow net operating income and long-term asset value.

Responsibilities

Leadership & Team Development

• Lead, coach, and hold accountable a team of property managers, superintendents, and on-site staff across the portfolio.
• Recruit, onboard, and develop talent; conduct performance reviews and build succession plans for key roles.
• Establish clear, consistent operating standards, policies, and procedures, and ensure they are followed at every property.
• Foster a culture of responsiveness, professionalism, and accountability to residents and ownership.

Financial Performance

• Drive revenue growth and expense control to increase net operating income (NOI) and asset value at each property.
• Prepare annual operating and capital budgets and multi-year capital plans in partnership with management and accounting.
• Review monthly financial statements and variance reports; identify trends, explain variances, and implement corrective action.
• Oversee rent collections and arrears management, including the use of legal counsel and housing court proceedings where needed.
• Ensure all property-level expenditures are within budget, properly approved, and supported by appropriate documentation and competitive bids.
• Track and report key performance indicators including work-order completion times.

Regulatory Compliance & Risk Management

• Ensure compliance with NYC rent stabilization laws, the Housing Stability and Tenant Protection Act of 2019 (HSTPA), and NY State Good Cause Eviction law, including lease renewals, rent registrations, and filings with NYS Homes and Community Renewal (DHCR).
• Maintain compliance with HPD, DOB, FDNY, and DEP requirements, including annual HPD registration, violation removal, lead-based paint (Local Law 1), façade inspections (Local Law 11/FISP), gas piping inspections (Local Law 152), and building emissions limits (Local Law 97).
• Minimize risk through sound insurance practices, incident reporting, safety programs, and fair housing training for all staff.

Building Operations & Capital Projects

• Ensure buildings are well maintained, safe, and clean, with effective preventive maintenance programs for building systems.
• Oversee capital improvement projects, apartment renovations, and unit turnovers, in coordination with the construction team, to deliver on schedule and on budget.
• Manage vendor and contractor relationships, including bidding, contract negotiation, and performance oversight.
• Manage union building staff in accordance with applicable labor agreements and partner with HR on labor relations matters.

Resident Experience & Retention

• Ensure on-site teams deliver responsive, courteous service and build positive relationships with residents.
• Monitor resident satisfaction and service-request response times; address escalated resident concerns personally when needed.
• Develop resident retention and renewal strategies that reduce turnover and vacancy loss.

Systems & Reporting

• Champion the effective use of Yardi and related technology to improve efficiency, data accuracy, and reporting.
• Prepare clear, timely reports and presentations on portfolio performance for ownership and senior leadership.

Qualifications

Required

• Bachelor's degree in business, real estate, finance, or a related field.
• 10+ years of residential property management experience, including at least 5 years in a senior leadership role overseeing multiple properties and managers.
• Experience managing a multifamily portfolio in New York City (ideally 1,500+ units).
• In-depth knowledge of NYC rent stabilization, DHCR procedures, and HPD/DOB compliance requirements.
• Demonstrated success preparing and managing operating and capital budgets and improving NOI.
• Proficiency with Yardi Voyager or comparable property management software, and strong Excel skills.

Preferred

• Experience with affordable housing programs and regulatory agreements (e.g., 421-a, LIHTC, Inclusionary Housing).
• Experience managing union building staff (32BJ).
• Experience with new-development lease-up and/or building repositioning. xhyhwjd
• Professional designations such as CPM (Certified Property Manager) or RAM (Registered in Apartment Management).
