Senior Grant/Contract Administrator, Division of Research &Innovation Wayne State University is searching for an experienced SeniorGrant/Contract Administrator, Division of Research &Innovation at its Detroit campus location. Position Purpose: Coordinate sponsored program administrative functions for aSchool/College/Division or other unit with large, complex sponsoredprojects. This includes fiscal and administrative review ofsponsored grant and contract proposals; review and processing ofagreements; and the management and processing of financialtransactions. Position duties require knowledge of and experiencein University accounting and budgeting and sponsored programadministration. Essential Functions: Coordinate both the pre and post award aspects of the sponsoredproject administration process for complex, multifaceted sponsoredprogram proposals and other unit proposals for aSchool/College/Division or other unit1 to ensure compliance withUniversity, sponsor and other applicable policies, procedures,rules and regulations. Assist faculty in identifying funding opportunities and inpreparing proposals to promote research and other sponsored grantactivity. Review proposal budgets and narratives for compliancewith University, sponsor and other applicable requirements; submitproposals to Sponsored Program Administration (SPA) to obtainrequired approvals. Review awarded grants and contracts in collaboration with SPA forfiscal and contractual content; review accompanying budgets forvariance from proposal and to ensure funds are establishedappropriately in the University accounting system. Monitorexpenditures to ensure compliance with University, sponsor andother applicable policies, procedures, rules and regulations;Assist faculty with budget transfers and project period extensionrequests; Monitor monthly payroll lists and authorize new accountsor payroll extensions; Review and coordinate close-out documentsfor sponsored projects. Serve as a resource to faculty and other staff within the unit byproviding information and guidance on appropriate use of sponsoredproject funds. Serve as a primary liaison between principalinvestigators and SPA to identify and resolve problems as well asanswer inquiries regarding University or funding agency guidelines,policies and procedures. Provide direct management over research funding. Develop and maintain databases for unit specific informationutilizing University information systems. Perform financialanalysis and prepare reports for School, College, Division orDepartment and central University administration on sponsoredproposal, award, and expenditure activity. Update and maintainreference material on research funding sources. Supervise non-exempt clerical and accounting support staffincluding assignment of duties, training in policies and proceduresand monitoring performance. Perform other related work as assigned.

ADDITIONAL COMMENTS:

This position requires seasoned specialized knowledge andexperience in both pre and post award administration of sponsoredgrants and contracts and the ability to manage large, complexprojects. Work activities require expertise in and accurateapplication of University accounting and budgeting and sponsoredproject administration policies, procedures and practices.Incumbents are expected to serve as subject matter experts andprovide guidance to faculty and staff within the unit in theapplication of these policies, procedures and practices whichincludes the application and interpretation of grant and contractguidelines, policies and procedures to faculty, principalinvestigators, subordinate non-exempt and exempt staff. Supervisionmay be provided over non-exempt support staff. This position islocated in a School, College, Division or Department grantsadministration area and reports to and receives assignments from a management level classification. Minimum Qualifications: Bachelor’s degree from an accredited college or university inBusiness or Public Administration or related field and considerableexperience in grant and contract administration; or a bachelor’sdegree from an accredited college or university in any field and optimal experience in grant and contract administration. Considerable accounting experience, with majority in sponsoredproject budgeting and accounting. Considerable experience in proposal preparation for both federaland other sponsored funding sources. Considerable experience in use of University information systems(e.g. Banner) and software used to track, analyze and present data(e.g. spreadsheets, charts, graphs). Experience in analysis of data and development of related reportsand presentations. Reasonable supervisory experience. Demonstrated ability to independently manage a variety of projects while ensuring appropriate tracking, quality control, follow-up and multiple deadlines are met. Reasonable knowledge and understanding of implementing businessprocess improvements. Ability to interpret, explain and apply complex rules, regulationsand policies. Incumbents will typically have previous University experience as aGrant/Contract Administrator, Grant/Contract Officer or as a seniorlevel Budget Analyst, Accountant or Administrative Assistant in aunit with significant sponsored project activity.
