Acquisition Analyst

The Acquisition Analyst supports Army aviation programs by developing acquisition documentation, advising senior staff on contracting strategies, and ensuring compliance with Federal Acquisition Regulations (FAR) and Program Executive Office, Aviation (PEO AVN) requirements. This role works closely with contracting officers, program managers, and integrated product teams to keep programs on schedule, properly funded, and aligned with mission objectives.

Key Responsibilities

• Contract Oversight — Maintain a thorough understanding of contract terms and conditions; coordinate with internal and external stakeholders to ensure proper contract administration.
• Contract Actions Support — Assist in preparing contract modifications; review proposed contract actions; advise contracting officers and managers on applicable policies, regulations, laws, and sound business practices.
• Acquisition Strategy Recommendations — Provide informed recommendations to senior staff regarding contract issues, risk areas, and alternative acquisition approaches.
• Contract Requirement Packages — Prepare complete Contract Requirement Packages (CRPs), including Statements of Work (SOW), Justification & Approvals (J&A), Contract Data Requirements Lists (CDRLs), and other required documentation.
• WIPT Participation — Support and participate in Working Integrated Product Teams to ensure coordinated program execution.
• Program Evaluation — Assess business, technical, logistics, and operational concepts, reports, and plans for compliance with PEO AVN and project office requirements.
• Program Documentation — Prepare programmatic and technical documents such as Letters of Agreement, MOUs, MOAs, and contract-related documentation.
• Contract Administration — Monitor contract performance and coordinate actions including incremental funding, rate/cost adjustments, time extensions, change orders, stop-work orders, cure notices, show-cause letters, progress payments, final payments, and contract closeout.
• Requirements Analysis — Assist customers with requirements development, implementation, and compliance with directives, procedures, and acquisition policy.

Desired Qualifications

• Ability to obtain and maintain a DoD Secret Security Clearance.
• Thorough knowledge of Federal Acquisition Regulations (FAR), contract terminology, and standard contracting/subcontracting business practices.
• Experience administering multiple contract types, including Cost-Plus Fixed Fee, Cost-Plus Incentive Fee, and Firm Fixed Price.
• Ability to analyze complex technical issues and determine their impact on contractual requirements.
• Strong interpersonal skills and ability to work effectively in a fast-paced, team-oriented environment with government and contractor personnel.
• Demonstrated experience working independently and facilitating working groups or cross-functional teams.
• Proven ability to prepare detailed written reports and deliver oral briefings to senior military and civilian leadership.
• Excellent written and verbal communication skills; proficient with Microsoft Office applications.
