Facilities Director

Responsible for the custodial and maintenance program for the school district. The Director leads long-range facilities and capital planning, oversees preventive and deferred maintenance programs, manages facilities budgets and personnel, and serves as a key District representative on school building committees, construction and renovation projects, and major infrastructure initiatives.

Provides overall leadership and responsibility for the district's facilities, maintenance, custodial, HVAC, and grounds operations. Leads and strategizes the planning, organization, scheduling, budgeting, and implementation of the school facilities department's goals and objectives in the most cost-effective and efficient manner. Oversees the daily operations of the school facilities department through collaboration with central office and school-based administrators and support staff. Exercises direct authority over all custodial, maintenance, HVAC, and grounds keeping personnel. Assists in the recruitment, interviewing, screening, and selection of staff. Develops staff assignments and work schedules and oversees the development of vacation schedules. Establishes and administers schedules and procedures for the regular, ongoing custodial care of all school system facilities. Works closely with building principals regarding the supervision and performance of facilities staff and the maintenance and operation of school buildings. Calls staff meetings and provides direction and support to facilities personnel as appropriate. Inspects buildings regularly, identifies needed repairs, and recommends priorities for repair and maintenance projects. Develops and implements preventive maintenance programs and consults with principals regarding building-specific maintenance needs. Develops and maintains systems for responding to emergency repairs and facilities-related emergencies. Selects and orders custodial supplies, materials, and equipment; processes supply requests; and maintains accurate inventories of supplies and equipment. Utilizes facilities management software systems to track work orders, maintenance schedules, and asset management. Inspects fire alarm systems as required and oversees the maintenance and operation of building life-safety systems. Collaborates with the Director of School Safety and Security on physical security infrastructure, emergency preparedness, building access systems, generators, fire/life-safety systems, and emergency facility response. Oversees winter operations planning, including snow and ice removal, road and walkway safety, heating system readiness, and building winterization, and reports on winter readiness and response to the Superintendent and Board of Education. Coordinates the district's asbestos inspection and monitoring program. Monitors building environmental and indoor air quality issues, including radon testing, pest management, mold remediation, and other environmental concerns. Ensures compliance with all applicable local, state, and federal codes, laws, regulations, and standards, including OSHA, DEP, Department of Education requirements, construction and ADA accessibility standards. Develops and administers the school facilities department's operating and capital budgets. Prepares cost estimates for repairs, maintenance, and capital projects. Advises on the selection and hiring of contractors and oversees contract management for outsourced services, including security systems, waste management, snow removal, and other facilities-related services. Assists with capital improvement planning, construction projects, renovations, and major system upgrades. Develops, updates, and presents the district's multi-year capital improvement plan to the Superintendent and Board of Education. Assists in new construction projects and works with building committees and other stakeholders throughout the planning and implementation process. Develops and implements strategies for efficient and cost-effective energy use throughout all school facilities. Develops and implements a long-range facilities master plan aligned with the district's strategic plan and enrollment projections. Partners with Town officials and other community stakeholders on coordinated efforts related to district buildings and campuses. Applies for and administers state maintenance, safety, and facilities-related grants. Maintains personnel and other records as required. Presents facilities-related reports, recommendations, and updates to the Superintendent, Board of Education, and Board of Finance, including quarterly reports as required. Responds to facilities-related emergencies and emergency calls as needed and maintains 24/7 on-call availability. Performs other duties as required by supervisors.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.

High School diploma/GED certificate. A college degree in an area directly related to this position, such as engineering, public administration, facilities management, or related field, is preferred. Five years of supervisory experience preferred. At least three years of managing building facilities, and/or real property operation, maintenance and repair preferred. Experience in administering large organizational budgets, including planning and overseeing capital project budgets. Demonstrated knowledge of the basic principles of construction, maintenance, security, emergency management and energy management/conservation.

Ability to read, analyze and interpret professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups, employees and the general public. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages. Ability to apply concepts of basic algebra and concrete variables. Basic knowledge of and experience with standard hardware and software applications. Ability to use computers for email, word processing, accounting, databases, electronic work order processing systems, presentations, and electronic monitoring of facilities while out of the district. Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to apply knowledge of current research and theory in the specific field. Ability to establish and maintain effective working relationships with staff and the community. Ability to speak clearly and concisely in verbal communication. Ability to convey ideas clearly and concisely in written format. Ability to perform duties with awareness of, and to adhere to, all district requirements and Board of Education Policies.

Salary range: $121,923 - $134,976 AFSCME 818 Contract 2024 2028.
