Description Under general supervision of the Utilities Manager, the purpose of this position is to provide comprehensive administration for the water operations and maintenance functions for the City. This position requires the individual to possess a thorough knowledge of principles of water distribution and water quality, and be capable of participating in all facets of work under charge. This position is responsible for successfully managing the water operations of all associated personnel and the financial responsibilities inherent in the work, equipment, materials, and supplies utilized by the division. Other Duties Other duties include construction, maintenance of water lines and valves, and various infrastructure, developing work schedules, creating daily work plans, administering the department budget, monitoring development with Texas Commission on Environmental Quality (TCEQ) regulations, controlling expenditures, scheduling personnel training and vacation, and overall management of personnel and equipment. Examples of Duties Encourages and facilitates a harmonious team working environment. Plans and supervises the daily operations of the water treatment plant in accordance with guidelines outlined by State and Federal agencies. Develops operating procedures and policies for the day-to-day operation. Reads meters, gauges, and dials, records statistical data, and keeps logs of readings. Maintains appropriate chemical levels by adjusting system controls and/or adding, adjusting, and replacing chemicals in water systems. Maintains adequate inventory levels of materials and supplies used in water operations and meter work; purchases tools, materials, and supplies as needed; identifies equipment needing to be repaired or replaced; and purchases new equipment as needed. Monitors water production and distribution systems for compliance with Texas Commission on Environmental Quality (TCEQ) regulations. Collects water samples, performs laboratory tests, and records findings. Evaluates data and writes reports as required. Ensures proper instruction and training of personnel in the methods and procedures, proper use of equipment, preventative maintenance, system maintenance and repair, and proper safety protocols. Performs work with relative independence and judgment, with the initiative required to meet department operating requirements and process abnormalities. Uses safe working practices in the performance of duties and ensures proper safety practices are used by all operators. Engages problem‑solving skills proactively and, when appropriate, in response to individual citizen concerns, community challenges, and subordinate coaching; provides technical assistance in difficult situations. Works safely in close proximity to vehicle traffic areas, setting up traffic warning devices and barricades, and inspects safety items daily for proper placement and visibility. Identifies and informs supervisor of potential hazards, liability exposures, problem areas, public inquiries of the general public, and the status of work activities. Requires the flexibility to adhere to stand‑by (on call) schedule as assigned, work evenings, weekends, holidays, and overtime. Develops and schedules preventive maintenance programs, including but not limited to pump and motor maintenance, fire hydrant flushing, valve exercising, meter reading and work orders, fire hydrant maintenance, etc. Maintains division compliance with all policies, procedures, rules, and regulations set forth by the City. Assists other departments and performs other duties as assigned. Regular and consistent attendance for the assigned work hours is essential. Performs other duties as assigned. Typical Qualifications Minimum Job Qualifications Education & Experience: High School diploma or GED and two (2) years of water production and distribution experience; or equivalent combination of education and experience. Experience With Safety, Training, And Operation Of Equipment Required. Licenses & Certifications Class C Water License and a valid Texas class C driver’s license are required, with a good driving record. Preferences Certificate of training for courses related to water and safety training preferred Class B Water License Class B CDL Groundwater experience Abilities, Knowledge, and Skills Abilities in the following: To work well with people and communicate effectively both orally and in writing. To provide guidance, assistance, and/or interpretation to others on schematics of blueprints and construction drawings. To operate heavy equipment, machinery, and specialized equipment used in the operation and maintenance of the water system. To work well under pressure and stress. Knowledge in the following: Developing processes and procedures for hazardous chemicals, including respiratory and bodily protection, which includes accident prevention, and working under the Public Works Director in producing/updating a manual as per recommended regulations, to specific situations. Public works principles, practices and techniques for water operations and construction, and safety procedures and techniques. Operating all equipment in the Public Works Department, including sampling & using testing equipment for water. Occupational safety and health rules, regulations, practices and procedures. Computers and related equipment, hardware, and software. City policies and procedures. Skilled in the following: Managerial skills developed through administrative and supervisory responsibility in the public works field. Analyzing data and making recommendations regarding projects and expenditures. Planning and coordinating work site activities. Resolving customer complaints and concerns. Managing multiple projects, meeting deadlines, prioritizing, and organizing work assignments. Making competent independent decisions. Supplemental Information Working Conditions Works mostly outdoors in extremes of heat and cold. Subject to call-outs and standby. Ability to lift 40 pounds on a regular basis and up to 80 pounds occasionally. Visual acuity, speech and hearing, hand/eye coordination, and manual dexterity necessary to operate tools and equipment associated with the job. Subject to repetitive motion and heavy manual labor such as painting, digging, building concrete forms, repairing asphalt, transporting, delivering, and picking up trash containers, recyclables and water meters. May be subject to extended periods of walking, standing, bending, reaching, kneeling, entering enclosed spaces, climbing ladders, and lifting, such as repairing water and sewer lines, installing meters, weeding, landscaping, mowing grass, and operating other equipment.
