(Pacific) Los Angeles County Office of Education is seeking qualified financial and budget professionals for the Financial Operations Consultant position. The Financial Operations Consultant plans, organizes, coordinates, and conducts technical, consulting and advisory services for Los Angeles County Office of Education Local Educational Agencies (LEAS) (these include school districts, community colleges, Joint Power Authority (JPA), Regional Occupational Centers/Programs [ROC/P], Special Education Local Plan Areas [SELPAs], charter schools, Head Start Delegate Agencies and internal LACOE divisions (hereafter referred to as clients)) in the business and financial management aspects of educational administration; advises and trains clients in methods to comply with federal, state, and local requirements; and plans, organizes, develops and evaluates systems, processes and procedures for the improvement of budgeting, financial, and operational support services of clients. The Well Qualified Candidate Will Possess the Following Knowledge: Concepts, principles and techniques of budget development and administration, accounting, and financial administration and reporting Federal, state, and local mandates pertaining to administrative regulations Federal, state, and local laws related to school budgeting, accounting, and reporting Accounting, auditing, reporting, and cash management techniques and practices Revenue and expenditure projection and analysis Enterprise level business and financial systems and applications as it relates to financial and budgetary processes, recordkeeping, and reporting Principles and techniques of system implementation, analysis, and design Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements Competencies: Analyzing & Interpreting Data – Drawing meaning and conclusions from quantitative and/or qualitative data Critical Thinking – Analytically and logically evaluating information, propositions, and claims Decision Making – Choosing optimal courses of action in a timely manner Legal & Regulatory Navigation – Understanding, interpreting, and ensuring compliance with laws and regulations Professional & Technical Expertise – Applying technical subject matter to the job Using Technology – Working with electronic hardware and software applications Action & Results Focus – Initiating tasks and focusing on accomplishment Oral Communication – Engaging effectively in dialogue Writing – Communicating effectively in writing Customer Focus – Attending to the needs and expectation of customers Relationship Building – Establishing rapport and maintaining mutually productive relationships Leadership – Guiding and encouraging others to accomplish a common goal Managing Performance – Ensuring superior individual and group performance Business Process Analysis – Defining, assessing, and improving operational processes and workflow Project Management – Planning and tracking projects to ensure they are on-time, on budget, and achieve their objectives Cultural Proficiency - Modeling communications and interactions that respect and include all individuals and their languages, abilities, religions, and cultures Required Education and Experience Education: A bachelor’s degree in accounting, business administration, finance, or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council for Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing. Experience: Four years of experience in professional accounting, budgeting, or financial analysis involving automated business accounting and reporting systems, including one year of experience in a supervisory capacity. Additional Requirements: A valid California driver’s license and availability of private transportation or ability to provide transportation between job sites may be required.
